GAOCE INTERNATIONAL PTE. LTD. seeks a regional HR compliance and operations lead to manage international employment compliance, policies, and HR systems across multiple markets.
You will collaborate with the General Manager of International Business and the Global HR Department to ensure compliant operations and scalable HR solutions. This role involves leading regional employment compliance and risk management across target countries and regions, building and implementing international HR systems and policies, and providing comprehensive HR operations and support. You will work closely with the General Manager of International Business and the Global HR Department to establish compliance frameworks, develop HR modules tailored to regional needs, and manage talent mobility across international markets.
Gain in-depth knowledge of core compliance requirements in target countries/regions, including labor laws, visa policies, and individual income tax/social security, and lead the implementation of regional employment compliance
Establish a regional compliance review mechanism, conduct routine compliance checks, and promptly issue warnings and resolve foundational compliance issues
Handle basic regional labor disputes, employee conflicts, and visa-related issues, and assist in formulating response plans to minimize the risk of business disruption
Standardize foundational processes for onboarding, employment contracts, and offboarding within the region
Assist in establishing a comprehensive HR system and policies tailored to current business needs and develop an adaptation framework for HR policies aligned with international business strategy
Select appropriate HR system modules for target countries/regions based on actual regional business needs while maintaining consistency with global business standards
Execute HR modules and carry out corresponding HR operations, and develop local outsourcing resources in respective countries/regions
Liaise with the Global HR Department to communicate, adapt, and execute global HR policies and systems within the region
Coordinate with Global HR on talent mobility management, including employee expatriation, transfers, and repatriation
Provide feedback on regional policy adaptation challenges and collaborate on solutions
Bachelor's degree or above in Human Resources Management, Business Administration, Psychology, or Labor Law
At least 3 years of overseas HR experience, with a strong understanding of HR and policies in 1-2 core target countries/regions (e.g., Southeast Asia, North America)
Prior HR management experience in a B2B multinational manufacturing enterprise, especially with experience in overseas market expansion and HR support for overseas subsidiaries
Hands-on experience in HR operations and implementation in at least one target region, with a strong understanding of local labor employment systems and regulatory requirements
Fluent in both English and Chinese, with the ability to use English as a working language
Capable of independently reviewing English documents, studying policies, conducting cross-cultural communication, and attending cross-time-zone meetings
Able to manage HR affairs in target countries/regions and adapt to local regulatory and cultural differences
Possess a strong sense of risk awareness to identify foundational risks such as visas, employment violations, and policy changes
Demonstrate excellent communication skills to integrate into diverse regional cultural environments and efficiently collaborate with Global HQ, regional local teams, and external agencies
Able to handle urgent employment crises, quickly control the situation, and resolve issues to ensure the efficient operation of the local team
