Invercargill City Council (ICC) manages adiverse portfolio of property, facilities and fleet assets that support Councilservices and the wider community every day.

ICC is now looking for an experienced Manager –Property, Facilities & Fleet to bring these activities together as acohesive, high-performing function – strengthening asset performance, liftingfacilities management practice and building a culture focused on service,collaboration and partnership.

About the Role

Reporting to the Group Manager – CorporateServices, you will provide strategic and operational leadership across ICC’sproperty, facilities and fleet portfolio, leading a team spanning facilitiesmanagement, property and fleet operations and property asset management.

The portfolio is broad. It includes corporateand community facilities, investment property and surplus land, commercial andleasing arrangements, community housing and Council’s vehicle fleet.Your focus will be on creating an integratedand commercially astute function – ensuring assets are safe, compliant, fit forpurpose and financially sustainable while balancing Council’s service,financial and community objectives.

You will lead improvements in facilitiesmanagement and maintenance planning; strengthen asset management and lifecycleplanning; oversee property and investment decisions; improve fleet managementcapability; and provide trusted advice to senior leadership on priorities, riskand investment.

Just as importantly, you will lead a culturalshift within the function – creating a team that sees itself as an enabler andpartner to the wider organisation and delivers responsive, practical andcustomer-focused support.

About you

We are looking for an experienced property orfacilities leader with the breadth, judgement and people leadership capabilityto bring several interconnected functions together.

Your background is likely to includesubstantial facilities management experience alongside exposure to property,asset management, maintenance programmes and contractor management. You maycurrently be leading a function within a larger organisation or operating atmanager level within a smaller, asset-intensive environment.

You will bring:

  • Significantexperience across facilities, property or asset-intensive environments.
  • Strongfacilities management capability, including maintenance, compliance andcontractor performance.
  • Provenpeople leadership and the ability to build an engaged, collaborative andservice-focused team.
  • Commercialjudgement and an understanding of lifecycle planning, investment and assetperformance.
  • Theability to manage a diverse property portfolio and balance commercial,community and service outcomes.
  • Strongstakeholder management, influencing and problem-solving capability.
  • Arelevant tertiary qualification in property, facilities management,engineering, asset management or a related discipline.

Experience in the wider public sector would beadvantageous but is not essential.Above all, you will be someone who can bringpeople with you – setting clear expectations, challenging established ways ofworking and creating a function that the wider organisation values and trusts.
