Job description

Jora New Zealand will close on 9th September 2026. Thank you for being with us, we are cheering you on as you continue your career journey.

Senior leadership | Commercial & corporate services | Primary healthcare

RAPHS (Rotorua Area Primary Health Services PHO) is seeking an experienced and commercially astute General Manager Corporate Services to join our senior leadership team.

This is a broad and influential leadership role with responsibility for a portfolio spanning finance, contract management and negotiation, information technology, data & digital, business intelligence and provider support.

Just as importantly, this is a relationship-focused role. You will work closely with our CEO, leadership team, member practices and providers, helping ensure RAPHS remains responsive to the needs of primary care while maintaining strong corporate systems, commercial disciplines and organisational performance.

The opportunity

Reporting directly to the CEO, you will provide integrated leadership across RAPHS Corporate Services portfolio and play a key role in organisational decision-making.

You will have the opportunity to:

Lead a diverse Corporate Services portfolio covering finance, contracts, IT, data & digital, business intelligence and provider support.

Build strong, trusted relationships with RAPHS member practices and providers, understanding their needs and ensuring effective communication, support and resolution of issues.

Lead and undertake significant commercial and contract negotiations on behalf of RAPHS with funders, providers, suppliers and other parties.

Provide executive oversight of the finance function, working closely with the CEO and Financial Controller on financial planning, budgets, forecasting, performance and organisational sustainability.

Provide executive ownership of RAPHS IT environment, ensuring technology services are secure, resilient, reliable and fit for purpose, with effective oversight of IT providers, cybersecurity, investment and technology risk.

Strengthen the use of data, digital capability and business intelligence to support organisational decision-making and performance.

Oversee provider support and communications, working closely with other RAPHS teams to ensure member practices receive timely, coordinated and useful information and support.

Lead the planning and execution of RAPHS' Health Promotion Plan.

Contribute as a senior leader to organisational strategy, risk management, continuous improvement and the ongoing development of RAPHS' capability.

About you

We are looking for an experienced senior leader who can operate comfortably across commercial, financial, technology and relationship environments.

You don't need to be the technical expert in every area of the portfolio. You do need to be able to lead specialists, ask the right questions, exercise sound judgement and take accountability for outcomes.

You are likely to bring:

  • Significant senior leadership experience in corporate services, commercial management or a similarly broad organisational role.
  • Strong commercial acumen and demonstrated experience successfully negotiating complex contracts and commercial arrangements.
  • Sound financial literacy and experience providing senior oversight of financial performance, budgets, forecasting and organisational resources.
  • Experience overseeing organisational IT services, technology providers and technology-related risk, with a good understanding of cybersecurity and contemporary IT governance.
  • Strong relationship management and influencing skills, with the credibility to work effectively with executives, boards, professionals, providers, funders and suppliers.
  • The ability to move confidently between strategic issues and practical execution.
  • Strong judgement, integrity and an ability to identify and manage organisational and commercial risk.
  • A collaborative, pragmatic and solutions-focused leadership style.
  • Experience in healthcare, primary care or another complex publicly funded environment would be advantageous but is not essential.

Why RAPHS?

RAPHS is a primary healthcare support organisation with strong connections across the Rotorua primary care network.

Our purpose is Better health through supporting primary care.

We work alongside member practices, providers and partners to support high-quality, sustainable primary healthcare and better outcomes for our communities.

We are a relatively lean organisation, which means our senior leaders have genuine influence. This isn't a role where you simply oversee a narrow corporate function—you will work directly with the CEO, colleagues and providers, contribute to significant organisational decisions, negotiate important commercial arrangements and help shape how RAPHS develops its corporate capability for the future.

For someone who enjoys variety, responsibility, relationships and the opportunity to make a tangible difference, this is an exceptional senior leadership opportunity.
