Job summary

Vector is seeking an Electricity Programme Governance & Risk Manager to create a single, reliable view of governance, risks and delivery constraints across its five-year capital portfolio. You will design and embed a governance and risk framework, and lead stage-gate assurance across multiple teams.

In this role you’ll influence decisions at governance level, manage dependencies and constraints, and shape how governance operates across major electricity projects in New Zealand.

Qualifications

• Extensive experience in programme or portfolio environments, ideally within electrical infrastructure, utilities or other regulated settings.
• Proven experience designing or implementing programme governance, risk, dependency-management or stage-gate assurance frameworks.
• Advanced analytical and problem-solving capability, including scenario modelling and translating risks into options.
• Experience designing or implementing reporting systems and dashboards with data integrity mindset.
• Excellent stakeholder engagement, facilitation and communication skills with accountability and strategic thinking.

Responsibilities

• Design and embed the programme governance framework and integrated risk/dependency model across Vector's electricity capital portfolio.
• Run governance forums, strengthen programme assurance, and provide senior decision-makers with options and recommendations.
• Identify how project changes and external dependencies affect cost, schedule and delivery; use scenario modelling for risk insights.
• Collaborate across PMO, Portfolio, Delivery and wider business to shape governance and risk management.

As Electricity Programme Governance & Risk Manager, you’ll create a single, reliable view of governance, risks, dependencies and delivery constraints across Vector’s rolling five-year electricity capital portfolio. You’ll design and embed the programme governance framework, integrated risk and dependency model, and stage-gate assurance processes that help projects progress safely and with the right level of delivery readiness.

Working across the PMO, Portfolio, Delivery and wider business teams, you’ll identify how project changes, supply-chain pressures, resourcing constraints and external dependencies could affect cost, schedule and delivery. You’ll use scenario modelling, risk analysis and evidence-based insight to run effective governance forums, strengthen programme assurance, and give senior decision-makers clear options and recommendations on sequencing, investment priorities and emerging risks.

This is a rare opportunity to build a genuinely new capability rather than inherit an established model. You’ll have significant scope to shape how governance and risk management operate across a major electricity programme, influence high-value decisions, and create a forward-looking ‘crystal ball’ that helps Vector act before risks become delivery issues.

Who are we looking for?

• Extensive experience in programme or portfolio environments, ideally within electrical infrastructure, utilities, energy or another complex regulated setting, with a strong understanding of project interdependencies, scheduling and delivery sequencing
• Proven experience designing or implementing programme governance, risk, dependency-management or stage-gate assurance frameworks, alongside the confidence to influence decisions at governance and senior-stakeholder level
• Advanced analytical and problem-solving capability, including scenario modelling and the ability to translate complex risks, cost pressures and delivery constraints into clear options and evidence-based recommendations
• Experience designing or implementing reporting systems and dashboards, with a strong data-integrity mindset and the ability to evaluate the quality, completeness and credibility of programme information
• Excellent stakeholder engagement, facilitation and communication skills, combined with high accountability, strategic thinking, attention to detail and a practical, collaborative approach.
