Job summary

Queenstown Lakes District Council is seeking a strategic Building Services Manager to lead the Building Control Authority and shape the delivery of building services for the community.

You'll lead a large team, ensure accreditation standards are met, drive continuous improvement, manage resources and budgets, and build strong relationships with stakeholders to uphold the council's reputation. This is a senior role requiring political awareness and collaborative leadership.

Qualifications

  • Degree preferable in a relevant field.
  • 10+ years in building industry, ideally within Building Control.
  • Proven managerial experience leading teams and managing resources.
  • Strong strategic agility and political awareness.

Responsibilities

  • Lead QLDC's Building Control Authority function, meeting accreditation requirements.
  • Provide strategic and technical leadership to Building Services teams.
  • Drive quality assurance and best practice across building consent and regulatory services.
  • Manage complex building-related claims, disputes and legal matters.
  • Inspire a large team of 40+ staff and foster collaboration and development.
  • Oversee team performance, budgets, supplier partnerships and procurement.
  • Build relationships with customers, regulators and the wider community.
  • Identify opportunities for innovation and service improvement.

We’re looking for a strategic and influential building services leader to shape QLDC’s Building Services function, uphold our accreditation as a Building Control Authority, and champion excellence in how we deliver building services for our community.

What you’ll be doing / He aha te mahi

The Building Services Manager is ultimately responsible for the quality of Queenstown Lake’s District built environment through the effective leadership of people, management of resources and the setting of high standards to be achieved. The management of QLDC’s accreditation as a Building Control Authority is a critical component to this role.

As part of our Planning & Development directorates leadership team, you’ll lead a large, high-performing team responsible for building processes, inspections and administration, ensuring QLDC continues to set the benchmark for Building Consent Authorities across Aotearoa. You’ll provide specialist expertise, drive continuous improvement, and foster a positive, values-driven culture that supports high-quality outcomes for our community.

The role will involve:

  • Leading QLDC's Building Control Authority (BCA) function, ensuring accreditation requirements are met and maintaining high standards across all building services.
  • Providing strategic and technical leadership to Building Services teams, fostering a culture of excellence, continuous improvement, and professional development.
  • Driving quality assurance and best practice across building consent and regulatory services, ensuring consistent, customer-focused delivery focused on continuous improvement.
  • Managing complex building-related claims, disputes, and legal matters while protecting Council's interests and reputation.
  • Leading and inspiring a large team of 40+ staff, fostering collaboration, capability development and customer-centric service delivery.
  • Overseeing team performance, budgets, contractor partnerships, and procurement activities to ensure efficient and effective service delivery.
  • Building strong relationships with customers, industry stakeholders, regulatory partners, and the wider community to enhance service outcomes and trust.
  • Identifying opportunities for innovation, collaboration, and service improvement, keeping QLDC at the forefront of the building control industry in New Zealand.
What you’ll bring to the role / Ko wai to Pukeka

You’ll bring deep industry knowledge, strong leadership capability and the ability to navigate complex technical, regulatory and stakeholder environments. You’ll be confident influencing at senior levels, driving change, and building strong relationships across the sector.

To best succeed in this role, you’ll have:

  • Relevant tertiary degree qualification preferable.
  • Significant experience in the building industry — ideally 10+ years, preferably within Building Control.
  • Proven managerial experience leading teams and managing resources effectively.
  • Strong strategic agility and political awareness to navigate complex issues and influence outcomes.
  • Demonstrated ability to drive process and cultural change within a large organisation.
  • Excellent relationship-building skills with the ability to engage senior stakeholders across multiple sectors.
