The Dunedin City Council (DCC) takes great pride in delivering a broad range of services to the communities of this unique and fascinating city. The Dunedin City Council (DCC) takes great pride in delivering a broad range of services to the communities of this unique and fascinating city. From our roads to recycling, public libraries and pools, water supply to walking tracks, and everything in between, DCC's people are talented and committed to serving their city.

Our Team

The 3 Waters Regulation and Policy Team plays a key role in ensuring Dunedin's drinking water, wastewater and stormwater services meet the regulatory standards our community depends on. Working closely with operational teams, regulators, mana whenua and stakeholders, we help maintain strong compliance practices while supporting the delivery of essential public services.

The Opportunity

We're looking for a Regulatory Officer to join our 3 Waters team.

This is a unique role that sits at the centre of regulatory compliance for Dunedin's three waters activities. You will help ensure the DCC meets its obligations while supporting the delivery of critical public health and environmental services. Working across drinking water, wastewater and stormwater systems, you'll coordinate compliance monitoring and reporting, maintain and improve compliance processes, provide practical regulatory advice, and build strong relationships with regulators, mana whenua and stakeholders.

No two days are the same. One day you might be analysing compliance data and preparing reports; the next you could be supporting responses to non-compliance events, advising staff on regulatory requirements, or helping the organisation adapt to changing legislation and regulatory expectations.

This is an autonomous and varied role with significant responsibility and the opportunity to make a tangible contribution to community health, environmental outcomes and the future of water services in Dunedin.

Ideally You Will Have
  • A relevant tertiary qualification, and/or equivalent experience
  • At least five years' experience in a compliance, regulatory or related role
  • Demonstrated ability to interpret legislation and regulatory requirements
  • Experience developing or implementing compliance processes and systems
  • Strong analytical skills and experience working with data
  • Excellent written and verbal communication skills, including the ability to explain technical information in plain language
  • Strong organisational skills and the ability to manage multiple priorities and deadlines
  • The ability to work independently and take ownership of outcomes
  • Proven relationship-building skills and the ability to work collaboratively with a diverse range of stakeholders
  • A positive, adaptable and solution-focused approach to work.
What We Offer
  • A unique opportunity to influence regulatory compliance across Dunedin's three waters services
  • Diverse and meaningful work that contributes directly to public health and environmental outcomes
  • Opportunities to work alongside regulators, technical specialists, planners, operators and mana whenua
  • A supportive and collaborative team environment
  • Professional development opportunities and ongoing learning
  • Five weeks' annual leave and additional long-service leave benefits
  • Superannuation benefits, paid parental leave and health and wellbeing initiatives
  • The opportunity to be part of an organisation committed to serving its community.
Salary Range

$89,038 - $104,751

The DCC is committed to the Principles of the Treaty of Waitangi and our work serving the citizens of Dunedin will reflect this.
