Job summary

Hutt City Council is seeking a Building Officer to deliver high-quality building consent processing and support the Council's accreditation as a Building Consent Authority.

You will process residential building consent applications, ensure compliance with the Building Act and NZ Building Code, and maintain accurate records while delivering a positive customer experience.

Qualifications

  • Regulation 18 qualification in building, architecture, building science, drafting, or related field.
  • Minimum Residential 1 competency (Residential 1–3 preferred) and commitment to developing these competencies.
  • Three to five years' experience as a Building Officer.
  • Knowledge of the Building Act, NZ Building Code, regulations and BCA processes.
  • Strong organisational and communication skills.
  • Customer-focused approach.
  • Experience in local government or emergency management advantageous.

Job description

Hutt City Council – Hutt Valley, North Island

Building Officers are primarily responsible for ensuring compliance with the Building Code and Building Act.
They are responsible for ensuring that building work - either new or modifications to existing structures - meet the required standards under the Building Act through Inspecting site work and certifying CCCs.

As a Building Officer you will provide high quality, responsive building code competency to ratepayers, public and external clients.

You will be responsible for undertaking inspection functions in relation to the approved building consent, Code Compliance Certificates, Notices to Fix, Certificates of Acceptance and Certificates for Public Use. Furthermore, you will be responsible for maintaining accurate records and information databases in support of the Council's continued status as an accredited Building Control Authority (BCA).

About the Role

Our Building Control team plays a vital role in ensuring safe, sustainable, and compliant development across Te Awa Kairangi ki Tai Lower Hutt.

We're seeking a motivated Building Officer to deliver high-quality building consent processing and help support Council's continued accreditation as a Building Consent Authority.

In this role, you will:

  • Process residential building consent applications, including amendments, Certificates of Acceptance, and Certificates for Public Use
  • Ensure applications comply with the Building Act, New Zealand Building Code, and Council's BCA Quality Management System
  • Maintain accurate records and apply established BCA processes and procedures
  • Provide clear, professional advice and deliver a positive and efficient customer experience
  • Participate in peer audits, training, and ongoing professional developmentAssist with Territorial Authority functions when required
  • Contribute to team performance, continuous improvement, and Council's response to emergency events when required

About You

You are a capable and forward-thinking Building Officer who enjoys working in a technical, people-focused environment. You take pride in accuracy, teamwork, and delivering quality outcomes that support community safety and trust.

You will have:

  • A Regulation 18 qualification in building, architecture, building science, drafting, or a related field
  • Current competency at a minimum of Residential 1, with Residential 1-3 competency or a commitment to developing these competencies
  • Three to five years' experience as a Building Officer
  • Sound knowledge of the Building Act, New Zealand Building Code, regulations, and BCA processes
  • Strong organisational and communication skills, with the ability to manage competing priorities
  • Good computer literacy, adaptability to change, and a customer-focused approach
  • Experience in local government or emergency management would be advantageous but is not essential.
