Job Title: Staff Officer (2030 Digitalisation - Cloud Artificial Intelligence Architect)

Vacancy Notice: This vacancy is for a NATO-2030 agenda project-linked NATO International Civilian post. The post is limited to a three-year definite duration project and will be filled as soon as possible. Candidates holding or recently holding a valid NATO or National security clearance will receive priority consideration.

The Joint Warfare Centre (JWC) is seeking a Staff Officer (2030 Digitalisation – Cloud Artificial Intelligence Architect) for its civilian workforce within the CIS Services Branch. We are building a Data Science Team to lead the transformation of JWC’s exercises, integrating emerging defence technologies. The AI and automation initiatives will improve mission impact and streamline business processes across the centre.

Summary

The JWC plans, prepares, and executes joint operational-level training in support of Warfare Development and Warfighting readiness. The Support Directorate leads JWC’s support organisation for exercise and base support, enabling operational-level training. Within the CIS Services Branch, this post provides planning, oversight and management of the Artificial Intelligence architecture framework and associated tools.

Principal Duties
  • Provide subject-matter-expert advice and manage the development, refinement, and delivery of large language model (LLM) AI tools.
  • Lead the Automation and AI Team to introduce AI and ML tools across cloud and edge services, delivering a hyperautomation project.
  • Coordinate delivery and management of JWC’s AI-architecture framework.
  • Recommend, coordinate, and initiate projects to embed AI-based solutions into JWC business processes, collaborating with stakeholders and teams.
  • Develop a roadmap for digitalisation initiatives across JWC’s exercises and training portfolio, with emphasis on large data-centric programmes such as Geographic Intelligence (GEOINT).
  • Foster comprehensive understanding among JWC staff of AI solutions to rapidly integrate and exploit large-data-centric programmes, identifying actionable strategies for NATO’s strategic priorities for 2030.
  • Monitor and measure the effectiveness of the digitalisation roadmap and recommend improvements to JWC’s structure and ways of working.
  • Remain abreast of industry trends and best practices in AI systems, contributing to continual enhancement of analytical processes and tools at JWC.
Essential Qualifications

Education / Training:

  • University degree or higher in Computer Science, Information Technology, or a related field and 5 years post-related experience.
  • Or higher secondary education with advanced vocational training leading to a professional qualification or accreditation and 5 years post-related plus 2 years function-related experience.

Experience:

  • At least 5 years of functional experience developing, managing, and adapting AI systems including LLMs.
  • At least 2 years of functional experience with Python, SQL and Spark or equivalent.
  • Azure Associate Certification (Azure AI Engineer, AI Data Scientist or AI Data Engineer) or equivalent.

Language: English – Upper Intermediate/Advanced

Desirable Qualifications
  • Master’s degree or equivalent in AI systems, computational science, or a related discipline.
  • Recognised project management qualification (APM, Prince, AgilePM, etc.).
  • At least 3 years of experience in a national or international public-sector role.
  • Knowledge of programming, machine learning, data management, big data technology, ethical considerations of data and project management.
  • Certification in Microsoft Azure Solutions Architect or equivalent.
  • Palantir Foundry Certification (Any) or equivalent.

  • Strong analytical and critical thinking skills to identify patterns, trends, and outliers in data, and solve complex business problems using data-driven approaches.
  • Considerable maturity and professional judgment to make decisions ensuring seamless provision of high-quality support to JWC.

Work Environment

The work is normally performed in an office environment. Communication in this post and at the headquarters is primarily in English.

Travel on temporary duty may be required for conferences.

Irregular working hours may be required, especially during exercises and events.

Contract and Compensation
