Job summary

Cambridge Memorial Hospital (CMH) is seeking a Buyer to drive procurement initiatives across hospital departments in a fast-paced setting. You will manage corporate contracts, advise partners through process design to contract administration, and ensure compliance with public sector directives.

The role requires a college diploma or university degree in Purchasing/Materials Management, 3–5 years in a buyer role, and strong negotiation skills.

Qualifications

• Post-secondary education in Business Administration or related field.
• OPBA/CSCMP/APICS certification or working toward asset.
• 3–5 years of direct Buyer experience in healthcare preferred.
• Experience with Meditech is an asset.
• Strong negotiation and contract management skills.
• Advanced MS Office skills; excellent communication.

Responsibilities

Job Description

Salary Range: $41.97 - $49.97

Full-time contract expected to end March 2027

Position Summary:

Reporting to the Manager, Purchasing and Supply Chain, the Buyer will support and lead all approved purchasing initiatives in a fast paced environment. This role has a strong working relationship with all Hospital Departments key stakeholders requiring exceptional Customer Service skills. The Buyer is responsible for multiple initiatives and balancing workload to meet time sensitive deadlines for purchasing and inventory material master data updates as required. Strong organizational skills are required. This role must understand and drive procurement processes compliant with the Broader Public Sector Procurement Directive to ensure that CMH publicly funded goods, services, including construction, consulting services and Information Technology are acquired through a process that is Open, Fair and Transparent.

Key responsibilities include but not limited to are:

• Administer and executes all activities involved with procuring goods and services for corporate contracts
• Advises and leads internal business partners through various procurement processes including design through contract administration.
• Maintain the integrity of the public procurement process ensuring all purchases are made and awarded in accordance with the policies and procedures as stated within the Purchasing By-law and/or other federal or provincial legislation
• Prepares and issues complex bid solicitations, manages inquiries, facilitates evaluation, bid analysis and
• recommendation of award to internal business partners.
• Review and process purchase requisitions, through EREQ and, identify opportunities for contracts
• Develop and review specifications and services in collaboration with internal business partners
• Prepares internal memos or recommendation reports of award for Manager/Director/Council approval.
• Attend site meetings as required
• Maintain a tracking system to plan, schedule and co-ordinate projects to ensure contracts are in place prior to expiration
• Update and manage Capital lists for respective product line
• Vendor Management, report KPI’s
• Work with AP to resolve AP exceptions
• Other duties as required/assigned.

The physical demands of the role may include but are not limited to prolonged sitting, standing, walking, bending, lifting, pushing and pulling. This position contributes to ensuring there is a safe environment for patients, staff and visitors.

Skills and Qualifications:

• Completed Post-Secondary Education required, (College Diploma or University Degree) preferable in Business Administration specializing in Purchasing, Materials Management and Logistics.
• Professional designation or certification through the Ontario Public Buyer Association (OPBA), Certified Supply Chain Management Professional (CSCMP), Materials Management, APICS (CPIM, CSCP) or working toward an asset.
• Recent Public Purchasing experience in Healthcare environment an asset.
• 3 to 5 years’ direct experience in a Buyer role required.
• Experience using Meditech an asset.
• Strong negotiation skills, experience and knowledge in contract management required.
• Advanced level skills in MS Office, (Word, Excel, Outlook) required.
• Must have excellent written and oral communication skills to effectively liaise with staff, suppliers, other government agencies and the general public.
• Must have highly developed research skills in order to obtain adequate product use and knowledge and keep abreast of market conditions and issues.
• Must have proven work skills demonstrating a high level of flexibility and accountability with a customer service focus.
• Must be a self-motivated team player with strong critical thinking skills.
• Demonstrated ability to work in a fast paced environment with competing priorities performing time sensitive tasks.
• Ability to perform in a manner that is consistent with the mission, vision and values of the hospital.
• Demonstrated ability to attend work on a regular basis is required.

Preference will be given to candidates who have:

• Procurement experience in Hospital purchasing.
• Familiarity of public sector procurement practices and procurement related contract law.
• Certification in a purchasing/supply chain related area.
• Familiarity in the use of Meditech.
• Familiarity in the use of Bonfire, and Merx tendering systems.
• Knowledge of BPS directives, CETA, CFTA.
