Job description

Senior HSE Manager - Eemshaven - CBRE
About the Role

Join a high-performing team supporting one of the most advanced mission-critical environments in the Netherlands. As Senior HSE Manager, you will lead the Health, Safety & Environmental strategy across a large-scale operational campus, partnering with senior leaders, operational teams, engineers, and contractors to deliver world-class safety performance.

This is a highly visible leadership role where you will influence decision-making, drive continuous improvement, and ensure safety remains embedded in every aspect of site operations. Beyond maintaining compliance, you will be instrumental in developing a proactive safety culture that protects people, supports operational excellence, and contributes to overall business success.

What You'll Do

As the senior HSE leader on site, you will provide both strategic direction and hands‑on support across a complex and fast‑paced environment. Key responsibilities include:

  • Driving a positive and proactive safety culture where accountability, engagement, and continuous improvement are embedded at all levels.
  • Partnering with operational, engineering, and project teams to identify, assess, and mitigate risk before incidents occur.
  • Leading the development, implementation, and continuous improvement of HSE programs, standards, procedures, and management systems.
  • Ensuring compliance with applicable legislation, environmental requirements, client standards, and industry best practices.
  • Overseeing contractor safety performance across a multi-contractor environment and promoting high standards of safety leadership.
  • Leading incident investigations, root cause analyses, and corrective action programs to prevent recurrence and strengthen operational resilience.
  • Monitoring HSE performance through audits, inspections, reporting, and trend analysis, using data‑driven insights to drive improvement initiatives.
  • Acting as a trusted advisor to senior stakeholders, influencing decisions that support both business objectives and employee wellbeing.
  • Supporting emergency preparedness, critical risk management, and business continuity initiatives.
  • Championing a culture where safety is viewed not simply as a requirement, but as a fundamental part of operational excellence.
What You'll Bring

You are an experienced HSE professional with the leadership capability, technical expertise, and stakeholder management skills to make a meaningful impact within a complex operational environment.

We're looking for someone who brings:
  • A Bachelor's degree in Health & Safety, Environmental Science, Engineering, Occupational Health, or a related field, or an equivalent combination of education and relevant experience.
  • Significant experience leading HSE programs within critical facilities, data centres, construction, industrial, manufacturing, energy, infrastructure, or similarly high‑risk environments.
  • Strong knowledge of health, safety, environmental, and risk management principles, with a solid understanding of regulatory compliance requirements.
  • Proven experience influencing senior stakeholders and driving behavioural and cultural change.
  • Experience managing contractor safety and operational risk within complex multi‑contractor environments.
  • Expertise in incident investigation, auditing, compliance management, and continuous improvement methodologies.
  • Strong analytical and problem‑solving skills, combined with a practical and solutions‑focused approach.
  • Excellent communication, relationship‑building, and stakeholder management skills.
  • Professional HSE qualifications such as HVK, NEBOSH Diploma, ISO 45001 Lead Auditor, or equivalent certifications are highly desirable.
What We Offer?
  • Competitive salary, depending on your knowledge and experience.
  • 37 days of annual leave (25 vacation days plus 12 ADV days), with the option to purchase up to 10 additional vacation days.
  • Excellent pension scheme.
  • Contribution towards your gym or sports membership.
  • Bicycle purchase scheme
  • Travel Allowance
  • 8.33% holiday allowance, with the option to have it paid out monthly.
  • Extensive learning and development opportunities through the GWS Academy and external training providers.
  • Internal career progression opportunities and strong long‑term career prospects.
