Job summary

QDNL in Delft, The Netherlands, seeks a (Senior) Policy Advisor – EU affairs to shape European policy for quantum technology. You will monitor EU policy, funding calls and programmes, translate developments into strategic positions, and connect Dutch initiatives to European opportunities.

The role combines policy analysis, consortium development and stakeholder engagement with the European Commission, EU institutions, government partners and industry.

Qualifications

• Master/MBA/PhD in European studies, international relations, economics, politics, law, finance or relevant technology field.
• 3–5 years for policy advisor; 5+ years for senior level in European policy, EU programmes or funding instruments.
• Knowledge of EU institutions, decision-making processes and policy development, preferably related to research, innovation, or digital policy.

Responsibilities

• Monitor, analyse and interpret European policy, legislative and geopolitical developments relevant to quantum technology.
• Identify EU programmes, calls and initiatives; align with national priorities and opportunities for Dutch partners.
• Support development of consortia, propositions and proposals for European calls.
• Build and maintain relationships with European Commission, EU institutions, government partners and industry stakeholders.
• Coordinate with QDNL colleagues to connect Dutch priorities to European developments.
• Assess implications of EU legislation and funding conditions to protect knowledge assets and align with strategy.
• Prepare high-level meetings and translate insights into concise advice for senior management.
