Overview

We are seeking an experienced Senior Cost Controller to join a major Infrastructure project in Utrecht on a freelance contract for the remaining duration of the project (approximately 2.5 years). The project is worth over €200 million. The successful candidate will play a vital role in maintaining financial oversight, avoiding delays, and ensuring cost discipline throughout the build.

Responsibilities

• Take full ownership of cost control functions for the project
• Monitor, track, and report on project budgets, expenditures, and forecasts
• Identify variances and investigate deviations from budget
• Coordinate with project management, planning, procurement, and finance teams
• Update and maintain the cost control system, ensuring accurate cost data
• Prepare monthly cost reports and forecasts for senior management
• Support change control processes and risk analysis with cost implications
• Ensure all financial reporting aligns with corporate and project standards
• Collect information to prepare project benchmarks
• Develop and maintain project cost breakdown structure including budget owners

Requirements

• Minimum 7 years' experience in project cost control, preferably in infra or industrial projects
• Proven track record in managing large project budgets (€50M+)
• Good knowledge of IFRS
• Ability to work independently and under pressure to meet deadlines
• Excellent communication skills in Dutch (written and spoken)
• Strong knowledge of project management, risk management, and change management
