Job summary

Nebius is seeking a highly technical Network Planning Technical Project Manager to bridge internal data centre development and external telecom partners. You will own the connectivity lifecycle from site opportunity assessment to Outside Plant delivery, ensuring seamless integration into the global network.

You will work from the Amsterdam office or remotely from Europe, collaborating across teams to drive multi-stakeholder builds and deliver high-capacity fiber deployments with a focus on MOFN,

Qualifications

• Bachelor's degree in Engineering, Telecommunications, or a related field.
• 5+ years of experience in network infrastructure, OSP planning, or data centre connectivity project management.
• Proficiency in AutoCAD for site infrastructure/conduit designs.
• GIS skills with KMZ/KML file handling.
• Strong knowledge of DWDM technology, ILA requirements, MOFN deployments.
• Experience negotiating fiber leases, IRUs, and long-term contracts.

Responsibilities

• Collaborate with TPMs, DWDM engineers, ITDC teams, Network Procurement, and Construction to ensure cohesive project execution.
• Lead datacenter and PoP site selections with technical validation of long-haul options and dark fiber.
• Design fiber pathways from the initial manhole to internal panels and plan route diversity.
• Plan MOFN arrivals including POE and MMR layouts with space, power, and structural readiness.
• Coordinate RFx processes for last-mile, middle-mile, and long-haul capacity with vendors and carriers.
