Qualifications

  • 15+ years of experience in quality or project-related roles.
  • At least 5 years of site-based experience within construction or operations environments.
  • Experience in brownfield projects operating under SIMOPS with multiple stakeholders.
  • Proven track record in setting up and implementing Quality Management Systems and Quality Culture Programs.
  • Fluent English, written and spoken.

Responsibilities

  • Promote quality across the project and provide expert advice on quality-related matters.
  • Support the Project Management Team in the organisation, implementation and auditing of quality procedures and processes.
  • Define, develop, implement and control the project Quality Management System.
  • Coordinate quality surveillance activities for contractors and key subcontractors.
  • Plan and lead quality audits, inspections and site visits in collaboration with Package Managers.
  • Review QA/QC Inspection and Test Plans for compliance and consistency.
  • Develop and deploy a project-wide Quality Culture Program.
  • Manage the quality function and supervise QA/QC Leads and Engineers across work packages.
  • Prepare quality, technical and contractual requirements for major contractors.
  • Evaluate contractor proposals focusing on quality frameworks and construction risks.
  • Ensure corrective and preventive actions are implemented for quality issues.
  • Support the development and implementation of joint venture Quality Management System.

An exciting opportunity is available for a Quality Manager to support a major CO2 transportation infrastructure project in the Netherlands. This Quality Manager position offers the chance to lead project-wide quality management activities across a complex EPC and contractor environment, helping to shape quality strategy, governance, and delivery standards on a landmark energy transition development. The Quality Manager will work within a multidisciplinary and multinational project setting, contributing directly to the successful delivery of large-scale infrastructure with significant strategic importance.

About The Company
This company is a European energy infrastructure organisation with one of the largest high-pressure gas pipeline networks in Europe, spanning more than 15,000 kilometres across the Netherlands and northern Germany. The company plays an important role in gas transport and also provides services across gas infrastructure, including storage and LNG. It is also actively involved in the future of energy infrastructure, including hydrogen, heat and CO2, with safety, collaboration and sustainability central to its operations.

The opportunity
This Quality Manager role is a highly visible leadership position focused on establishing, implementing and maintaining a robust project Quality Management System. The successful candidate will act as the focal point for all quality-related matters and will support the project leadership team in embedding quality throughout the project lifecycle.

This Quality Manager opportunity includes responsibility for promoting a strong quality culture, coordinating surveillance activities, leading audits and inspections, and ensuring contractor and supplier compliance with project requirements. The role also includes close collaboration with package managers, project leadership, contractors, subcontractors and suppliers to drive consistent quality performance across all work packages.

Key Responsibilities


  • Promote quality across the project and provide expert advice on quality-related matters

  • Support the Project Management Team in the organisation, implementation and auditing of quality procedures and processes

  • Define, develop, implement and control the project Quality Management System

  • Organise and coordinate quality surveillance activities for contractors and key subcontractors

  • Plan and lead quality audits, inspections and site visits in collaboration with Package Managers

  • Review QA/QC Inspection and Test Plans from contractors, subcontractors and suppliers to ensure compliance and consistency

  • Develop and deploy a project-wide Quality Culture Program

  • Manage the quality function and provide functional supervision to QA/QC Leads and Engineers across work packages

  • Prepare quality, technical and contractual requirements for major contractors

  • Evaluate contractor proposals with a focus on quality frameworks and construction risks

  • Ensure effective corrective and preventive action programmes are implemented where quality deficiencies arise

  • Support the development and implementation of the joint venture Quality Management System


What The Company Is Looking For


  • Engineering degree in a relevant discipline

  • Minimum of 15 years of experience in similar quality or project-related positions

  • At least 5 years of site-based experience within construction or operations environments

  • Demonstrable experience in brownfield projects operating under SIMOPS with multiple stakeholders

  • Proven experience setting up and implementing Quality Management Systems and Quality Culture Programs

  • Fluent English, both written and spoken

  • Strong people leadership and team management capability

  • Excellent organisational skills with the ability to manage multiple priorities and stakeholders

  • Strong cross-functional collaboration skills across disciplines and organisational boundaries

  • Sound decision-making ability with a balanced and pragmatic approach

  • Strong communication and stakeholder management skills within multinational and multidisciplinary environments
