Job summary

PM Group is seeking an on-site (MEP) Project Manager to support Groningen-region projects in The Netherlands. The role focuses on brownfield project management within the site engineering team, acting as owner representative across preconstruction and construction phases.

You will coordinate budgets, schedules, and vendor management, ensure documentation during close-out, and maintain strong leadership and communication with AE/GC/subcontractors. Fluency in English is required; Dutch is a plus.

Qualifications

• Proven experience as a Project Manager on construction sites.
• Strong understanding of construction processes, scheduling, and budgeting.
• Excellent leadership, communication, and problem-solving skills.
• Relevant certifications and qualifications
• Experience with infrastructure or any complex projects
• Good knowledge of Primavera P6
• English speaking (Dutch knowledge is an advantage)
• Work permit to work in Belgium

Responsibilities

• Serve as owner representative and single point of contact for AE/GC/Subcontractors in Preconstruction.
• Create and manage the Master Project Budget, including soft/hard costs, contingencies, and allowances.
• Support contractor pre-qualification, bid solicitation, bid analysis and recommendations.
• Coordinate identification, scoping, buy-out and scheduling of owner-direct vendors and consultants.
• On-site management of General Contractor and directly contracted vendors.
• Oversee cost/change control throughout construction.
• Initiate close-out process and establish documentation requirements (warranties, as-builts, O&M manuals).
• Identify issues early and raise/report them to stakeholders.

Job description

We now wish to recruit a (MEP) Project Manager to support projects on site for a client in the region of Groningen in The Netherlands. This person will be working as part of the site project engineering team managing (mainly) brownfield projects.

This function is open for freelancers and employees.

As owner representative:

• Point of contact for AE/GC/CM/Subcontractors for project related concerns in Preconstruction phase
• Create and establish the Master Project Budget, including soft costs and hard costs, bonds, insurance, contingencies, allowances, etc.
• Support Contractor pre-qualification, bid solicitation, bid analysis and recommendations
• Assist client in identifying, scoping, buying-out and scheduling of all Owner-direct vendors and consultant

Construction phase:

• Manage General Contractor and other directly contracted vendors on the ground
• Manage Cost / Change Control

Close out / Fit Up / Hand-over / Commissioning :

• Initiate close out process prior to project completion
• Establish close out documentation requirements. Collect and track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
• Identify potential issues and raise and report these

Requirements:
