Hotelschool The Hague is seeking an Educational Policy Advisor to join Education & Research Support. You will develop organisation-wide multi-year policy in education and organizational development, lead cross-functional policy processes and advise the Board of Directors.

Education & Research Support (E&RS) is the central policy and expertise department for education and research within Hotelschool The Hague. The department contributes to the development and safeguarding of institutional frameworks, educational quality and strategic alignment across our programmes.
E&RS is further strengthening its strategic and tactical and support role to Education and Research. Within this development, the Educational Policy Advisor provides dedicated expertise for organisation-wide educational policy development and strategic advice. The position reports to the Manager E&RS and complements the position of Educational Advisors, whose primary focus is on educational quality, accreditation, curriculum development and translating policy into educational practice.
As Educational Policy Advisor, you develop integrated, organisation-wide multi-year policy in the field of education and organisational development. You take the lead in complex and cross-functional policy processes, safeguard consistency between different policy areas and advise the Board of Directors and management at strategic level.
Your main responsibilities include:
Monitoring internal and external developments, organisational needs and governance issues and translating these into coherent policy proposals, position papers and scenarios;
Developing organisation-wide multi-year policy and institutional documents and preparing these for decision-making by the Board of Directors;
Assessing and clearly presenting the legal, financial and organisational implications and risks of different policy options;
Leading integrated policy processes relating to, among others, the Education and Examination Regulations (EER), Student Charter, assessment and examination regulations, the Dutch Higher Education and Research Act (WHW) and compliance;
Safeguarding coherence between policy and initiating the review or adjustment of policy when legislation, evaluations or developments within the organisation require this;
Advising the Board of Directors and management on complex educational policy and quality matters, taking different interests and perspectives into account;
Identifying national political and legislative developments at an early stage and advising on their possible impact and appropriate scenarios;
Building and maintaining professional networks with relevant national associations, government bodies, other higher education institutions and educational policy professionals;
Representing Hotelschool The Hague, where appropriate, in relevant national forums and networks;
Acting as a subject‑matter expert within HTH for complex educational policy and regulatory questions;
Working with Educational Advisors and other educational professionals on complex curriculum and accreditation-related matters where strategic policy expertise is required.

You are a strategic and analytical professional who can navigate complex policy environments while maintaining a clear view of the wider organisational context.
You have/are:
Broad and specialised knowledge of educational policy, educational quality, relevant regulations, legislation and current developments in higher education;
Strong knowledge of the WHW and other relevant regulatory frameworks, combined with an understanding of their organisational, legal and financial implications;
Able to analyse complex developments and translate them into clear, well‑foundated policy advice and decision-making options;
Highly skilled in policy development, strategic writing and the development of programmes, frameworks and policy instruments;
A strong communicator who is able to advise, advocate for ideas and influence stakeholders at different levels of the organisation;
Able to balance different interests and perspectives while maintaining consistency with the organisation's strategic and regulatory frameworks;
Comfortable working with management information and systems to support policy development and decision-making;
Able to build effective internal and external professional networks;
Experienced or highly skilled in working at the interface of educational policy, governance, quality and organisational processes.
Fluent in both English and Dutch, with business level written and verbal communication skills.
Hotelschool The Hague offers a salary based on scale 12 of the Collective Labour Agreement for Universities of Applied Sciences (CAO HBO), with a current range between € 5.761,13 and € 7.534,61 gross per month based on a full‑time appointment, depending on professional experience and qualifications.
