Job summary

Empiric is seeking a Bid Manager to lead end-to-end proposals for Demands within existing framework agreements, focusing on government/public sector clients. You will coordinate multi-disciplinary inputs, ensuring compliant, timely, and competitive quotations.

The role requires managing fast bids (5 days to 1 month) with a flexible, structured approach in a mostly remote Netherlands setting and periodic meetings in Eindhoven or Amstelveen.

Qualifications

• Minimum 4 years of Bid Management experience
• Experience with government/public sector clients
• End-to-end bid management experience
• Comfortable working with existing framework agreements and existing client relationships
• NATO clearance required (vetting after employment)

Responsibilities

• Manage the end-to-end bid process for Demands, from receiving the Demand through to final Quotation submission.
• Review customer Demands, identify requirements, and collect additional information or clarification where needed.
• Break down the scope of work and coordinate activities, assigning tasks and responsibilities to the relevant colleagues and teams.
• Coordinate contributions from technical, legal, commercial, and other stakeholders, ensuring inputs are complete and delivered on time.
• Consolidate and structure all inputs into a coherent, high-quality, timely, and contract-compliant Quotation.
• Manage the relevant approval processes, both within the Account Team and wider Rainbow, ensuring all required approvals are obtained before submission.
• Over time, develop a clear understanding of contract requirements and unit pricing to be applied in the Quotations.
• Capture lessons learned to support continuous improvement of the bidding process.
