Job summary

PUM is seeking a Programme Manager Horticulture to lead the horticulture programme and translate client requests into clear project proposals, enabling effective matching between clients and skilled experts, in close collaboration with our in-country managers and their team of Representatives.

You will develop programme strategies aligned with organisational goals and partnerships, build a strong expert community, and ensure projects are delivered with lasting impact.

Qualifications

• Bachelor’s or Master’s degree in a relevant field.
• 10 years of professional experience in horticulture with a strong business network in the Netherlands.
• Experience with SMEs and basic business management processes.
• Background in programme management and team leadership; volunteering experience is a plus.
• Ability to work with diverse, international colleagues and intercultural communication skills.
• Fluency in Dutch and English preferred; French and Spanish are advantages.
• Available for 22.5 hours per week (0.6 FTE).

Responsibilities

• Assess project requests and translate them into actionable proposals.
• Match client needs with expert skills and coordinate with in-country managers.
• Develop programme plans and secure funding opportunities from donors and partners.
• Monitor developments, anticipate demand, and position experts accordingly.
• Build an inclusive expert community and ensure compliance with policies.
• Coordinate project planning and map strategic partnerships to support delivery.
