Job summary

PUM in The Hague, Netherlands, seeks Head of Programmes Non-Food to lead seven programme managers and align the non-food portfolio with strategy. You will report to the Operations Director and drive international rollout and stakeholder collaboration.

Fluency in Dutch and English, 10+ years of international programme management, and a track record in securing funding will help you build high-performing teams, oversee data-driven evaluation, and deliver sustainable impact across global SMEs.

Qualifications

• Bachelor’s or Master’s degree required.
• 10+ years in international programme management or leadership roles.
• Experience steering funding opportunities across multiple programmes.
• Proven track record leading teams and delivering impact.
• Strong intercultural communication and collaboration skills.
• Fluent in Dutch and English, based in the Netherlands.

Responsibilities

• Act as strategic link between management and Programme Managers, translating strategy into practical plans.
• Drive identification and exploration of funding opportunities for seven programmes.
• Lead development of programme plans to strengthen ecosystems and partnerships.
• Build a strong expert community and coach Programme Managers.
• Collaborate with internal stakeholders to plan and roll out programmes internationally.
• Analyze data, analytics, and evaluation insights to guide strategy.
• Ensure compliance with organisational policies across programmes.
