Job summary

ESA’s Galileo PRS and System Security Engineering Unit in Noordwijk seeks a senior coordinator to lead the PRS roadmap, security and cryptographic activities, and coordinate studies and procurements across the programme. Qualifications

  • Experience in space-based navigation systems, including receivers, as well as signals and security engineering applied to space systems.
  • Good knowledge of system security engineering, crypto algorithms and certification processes.
  • Good knowledge of technology development and maturation processes relevant to PRS, security and crypto devices.
  • Knowledge of industrial development, verification and procurement processes.
  • Familiarity with the Common Criteria (ISO/IEC 15408) framework and security evaluation methodologies.
  • Knowledge of security assurance processes and evaluation standards.
  • Good knowledge of satellite navigation receiver technology.
  • Knowledge of Galileo receivers and their implementation in the context of PRS is considered an asset.

Responsibilities

  • Coordinate the definition and maintenance of the Galileo PRS development roadmap, identifying critical products and capabilities in the areas of PRS, security and cryptography requiring Technology Readiness Level maturation to support future mission needs, service evolution and emerging security challenges.
  • Coordinate studies and development activities relating to PRS, security and cryptographic capabilities, ensuring alignment with Galileo programme objectives, PRS evolution priorities and user requirements.
  • Coordinate the procurement of studies and technology developments in the fields of PRS and security, including cryptographic components and capabilities, in close cooperation with the Galileo and EGNOS Evolution Teams. This includes the definition and maintenance of technical and programmatic baselines, support to industrial evaluations, contract monitoring and coordination of activities throughout all project phases up to final delivery.
  • acting as the interface between PRS technology development activities and Galileo programme implementation, supporting the preparation of design, development and validation plans and identifying mature technologies, products and capabilities suitable for incorporation into future system and segment evolutions. This includes defining the associated implementation strategy, work plans and procurement activities required to support their successful introduction into the programme baseline.
  • leading a team of ESA engineers and specialised engineering support and coordinating the work of onsite industrial contractors in the framework of PRS engineering;
  • ensuring the technical and programmatic consistency of PRS and security studies and developments, capturing lessons learned and contributing to the evolution and maintenance of the Galileo PRS technical and programmatic baseline;
  • participating in ESA, European Commission, EU and Member State working groups, such as WG-Special PRS and CRYPTO, contributing to the implementation and evolution of PRS operational and security-related capabilities affecting the Galileo user segment;
  • acting as a focal point for the identification and assessment of emerging technologies, market trends and innovations in satellite navigation, secure services, cryptography and resilient PNT solutions, proposing enhancements to future PRS capabilities;
  • fostering collaboration and alignment with ESA teams, EUSPA, the European Commission, Member States, industry and authorised user communities to support the evolution of Galileo PRS capabilities and associated technologies;
  • preparing technical reports, roadmap proposals, procurement documentation and management briefings, and providing regular reporting to the Head of the Galileo PRS and System Security Engineering Unit.
