Job summary

emerchantpay ltd. is seeking an experienced Chief Risk Officer to lead risk management in the Netherlands. You will oversee risk assessments, regulatory liaison with De Nederlandsche Bank, and monitoring of transaction risk and controls within a global payments provider.

The role requires a master’s degree, at least 7 years in risk management in payments, deep EU regulatory knowledge, and fluent Dutch and English. You will shape risk policy, reporting, and resilience across products and services.

Qualifications

  • Master’s degree in law, finance, business management, or related field.
  • At least 7 years of proven experience in a risk management role within the payment industry.
  • Proven experience interacting with regulators (preferably DNB, EU regulators such as BaFin, FCA, or AFM).
  • Strong knowledge of EU regulatory frameworks applicable to payment institutions (PSD2, AMLD, GDPR, EBA Guidelines).
  • Fluency in Dutch (in addition to English) would be a strong advantage.
  • Ability to balance regulatory compliance with commercial objectives and advise the Board on risk and business impact.
  • Professional risk or governance certifications are preferred.

Responsibilities

  • Risk assessment and overseeing identification, analysis and assessment of client-related risks.
  • Primary contact with De Nederlandsche Bank (DNB) ensuring regulatory compliance.
  • Oversee and ensure real-time and ex-post transaction monitoring.
  • Develop and maintain risk management programmes, risk register and reporting.
  • Establish risk performance indicators and monitor the risk profile of the company.
  • Participate in decision making on new products, services, risk strategy and risk exposures.
  • Lead regulatory liaison, inspections, and incident response planning.

We are seeking an experienced Chief Risk Officer, residing in the Netherlands, with strong familiarity with DNB’s expectations, particularly in relation to regulated entities.

Responsibilities

  • Risk assessment - to complete risk assessments including overseeing the identification, analysis and assessment of the risks related to the clients; to take part in the periodic business wide risks assessments of the company;
  • Contact to DNB – to be the primary point of contact with De Nederlandsche Bank (DNB), ensuring effective communication and compliance with regulatory requirements;
  • Monitoring - to oversee the transaction monitoring programme; to assure ongoing real-time and ex-post transaction monitoring;
  • Risk management – to develop risk management programme in order to address adequately the issues identified during the risk assessments particularly in relation to new products and services and new clients; to maintain a risk register and update through regular reviews; to implement preventive, detective and/or risk mitigating measures; to ensure the risk management measures are proportionate to the risks posed, in terms of their impact and probability; to oversee risk management systems, ensuring effective data capture, reporting, and integration;
  • Performance evaluation - to establish risk performance indicators and monitoring and evaluating risk profile of the company;
  • Decision making - to participate in the decision-making process, as appropriate, with regard to: new products, new services and their provision, risk strategy, risk culture, risk limits, risk exposures and breaches that may occur, material changes or exceptional transactions;
  • Management information – to set in place risk reporting process and to provide all relevant risk related information: assessments of the risk strategy, breaches of limits, evaluations of the risk management processes, analyses of trends and emerging risks, reports of finding; to elevate significant risk incidents and follow-through with corrective and/or remediation measures taken/ to be taken or suggested;
  • Record keeping - to maintain accurate and up-to-date records of company’s risk management activities;
  • Regulatory liaison & inspections – lead preparations for DNB supervisory reviews, audits, and inspections, ensuring timely delivery of information and effective follow-up on regulatory findings;
  • Policy development – design, implement, and maintain company-wide risk management policies, ensuring alignment with local regulatory requirements and group standards;
  • Crisis management & business continuity – develop and oversee contingency planning, incident response, and business continuity frameworks to ensure operational resilience.

Requirements

  • Master’s degree in law, finance, business management, or a related field;
  • At least 7 years of proven experience in a risk management role within the payment industry;
  • Proven experience interacting with regulators (preferably DNB, but also other EU regulators such as BaFin, FCA, or AFM is a plus);
  • Strong knowledge of EU regulatory frameworks applicable to payment institutions (e.g., PSD2, AMLD, GDPR, EBA Guidelines);
  • Prior experience in a board-level or senior leadership role in a financial institution or payment company is a plus;
  • Fluency in Dutch (in addition to English) would be considered a strong advantage;
  • Ability to balance regulatory compliance with commercial objectives, advising the Board on both risk and business impact;
  • Professional risk or governance certifications are preferred;
  • Integrity; strong moral principles and honest qualities;
  • Creative and analytical thinking; ability to interpret rules and to apply them to real-life facts;
  • Risk assessment capabilities; consider risk factors and understand their possible implication;
  • Detail-oriented with problem solving skills;
  • Good industry knowledge;
  • Excellent written and verbal communication skills in English.
