QTC Recruitment is partnering with a Leiden-based biopharmaceutical organization to appoint a Senior Capital Projects Manager. You will own major CAPEX investments (>€20 million) and drive PMO development to ensure projects meet timelines, budgets and regulatory standards.

The role requires extensive experience in regulated pharma environments, GMP knowledge, and strong governance and stakeholder management skills. An international setting with relocation support is offered.

Qualifications

• Bachelor's or master's degree in Engineering or a related technical field.
• 10+ years of relevant project management experience within pharmaceutical, biotech, or regulated industries.
• Strong knowledge of GMP and sterile manufacturing environments.
• Experience with PMO development, project governance, and stakeholder management.
• PMP or PRINCE2 certification is a plus.

Job description

For one of our partners, an innovative and growing biopharmaceutical organization based in Leiden, we are currently looking for a Senior Capital Projects Manager. The company operates in a highly regulated environment, combining pharmaceutical development with commercial manufacturing, and is continuously investing in its facilities, infrastructure, and operational capabilities.

In this position, you will take ownership of major capital investment projects exceeding €20 million while further developing and professionalizing the organization's Project Management Office (PMO). You will play a key role in translating strategic business objectives into successful project execution, working closely with multidisciplinary teams and senior stakeholders to ensure projects are delivered on time, within budget, and in compliance with regulatory standards

About the role

As Senior Capital Projects Manager, you will be responsible for leading complex CAPEX projects from initial business case development through engineering, execution, commissioning, and operational handover. Alongside project delivery, you will strengthen the organization's project management capabilities by establishing governance structures, improving portfolio oversight, and implementing standardized project management processes. You will collaborate with departments including Manufacturing, Engineering, Quality, Regulatory Affairs, and Finance, while managing external engineering partners, suppliers, and contractors. Your role combines hands-on project leadership with strategic oversight, ensuring both successful investment delivery and continuous improvement across the organization.
