Job summary

HAL Allergy, headquartered in Leiden, seeks a Senior Capital Projects Manager to lead €20M+ capital projects and advance HAL’s PMO. You will collaborate with Manufacturing, Engineering, Quality, Regulatory Affairs, R&D, Supply Chain, and Finance, plus external partners, to deliver strategic objectives and strong project governance.

You will drive end-to-end delivery, develop integrated plans, and mentor teams while ensuring GMP compliance and successful commissioning. English fluency is required.

Qualifications

• 10+ years of project management in regulated environments (pharma/biotech/medical devices).
• Six Sigma Black Belt preferred.
• Proven track record delivering capital projects (€20M+) and cross-functional programs.
• Experience establishing PMO capabilities, portfolio governance.
• Strong GMP knowledge, CSV, Annex 1, sterile injectable manufacturing.
• Experience with TrackWise and quality management platforms is a plus.
• Experience with senior stakeholders, governance committees, EPCM firms.
• Proficient in MS Project and Smartsheet; PMP/Prince2 cert required.
• Fluent in English; Dutch is an advantage.

Responsibilities

• Lead end-to-end delivery of major capital investment projects (€20M+) from business case development through execution, commissioning, and handover.
• Develop integrated project plans, schedules, budgets, resource forecasts, and risk to deliver scope, quality, timeline, and cost objectives.
• Lead cross-functional teams and manage dependencies, risks, issues, and escalations to milestones.
• Drive project governance, performance monitoring, and KPI-based reporting to SteerCo and leadership.
• Deliver complex manufacturing, facility, and infrastructure projects aligned with HAL’s objectives.
• Establish, maintain, and continuously improve HAL's PMO, governance, tools, and reporting.
