Jora Malaysia invites a seasoned Utility-Scale Solar Development Project Manager to lead the planning, development, execution and delivery of large-scale solar PV projects in Malaysia.

We are seeking an experienced and commercially minded Utility-Scale Solar Development Project Manager to lead the planning, development, execution, and delivery of large-scale solar PV projects in Malaysia.
The role will oversee projects from early-stage land identification and authority approvals through engineering coordination, construction management, grid interconnection, commissioning, and handover. The ideal candidate combines strong technical understanding with stakeholder management, commercial awareness, and execution discipline.
This position is suited to someone comfortable operating across multiple workstreams including regulatory approvals, consultants, EPC coordination, landowners, utilities, investors, and government agencies.
Lead utility-scale solar PV projects from greenfield development to commercial operation date (COD).
Develop and maintain overall project schedules, budgets, risk registers, and reporting frameworks.
Coordinate project feasibility studies, yield assessments, technical due diligence, and financial modelling inputs.
Manage project milestones to ensure compliance with project timelines, financing conditions, and regulatory requirements.
Monitor project performance against budget, timeline, and quality targets.
Coordinate with landowner and neighbouring lots, land due diligence activities.
Liaise with local authorities, utility providers, consultants, and government agencies for project approvals and permits.
Manage submissions and compliance related to:
Ensure compliance with Malaysian renewable energy and environmental regulations.
Coordinate with engineering consultants, EPC contractors, and technical advisors during design development and construction phases.
Review technical drawings, project specifications, interconnection requirements, and construction deliverables.
Monitor EPC progress, contractor performance, QA/QC standards, HSE compliance, and commissioning activities.
Support procurement activities for major equipment and contractors where required.
Act as the primary project interface with investors, JV partners, financiers, consultants, and key stakeholders.
Prepare project reports, management updates, and board presentation materials.
Support contract negotiations including EPC, O&M, land lease, and consultancy agreements.
Identify project risks and propose mitigation strategies proactively.
Conduct periodic site visits to monitor construction progress and resolve project issues.
Coordinate testing, energisation, commissioning, and project handover processes.
Ensure projects are delivered safely, efficiently, and in accordance with contractual obligations.
Bachelor's Degree in Engineering, Renewable Energy, Project Management, Construction Management, or related discipline.
Professional certifications such as PMP, PE, or equivalent are an advantage.
Minimum 5-8 years' experience in renewable energy, infrastructure, power, or utility-scale construction projects.
Must have direct experience in utility-scale solar PV project development or execution
Familiarity with Malaysia's renewable energy ecosystem, grid connection processes, and authority approvals.
Experience managing multi-disciplinary consultants, contractors, and stakeholders.
Understanding of utility-scale solar PV systems, substations, grid interconnection, and transmission infrastructure.
Familiarity with project development lifecycle including:
Site selection
Land matters
EPC coordination
Operations handover
Knowledge of contract administration and project controls.
Strong project management and organisational skills.
Ability to manage multiple projects and deadlines simultaneously.
Commercially aware with strong negotiation and problem-solving abilities.
Strong communication and stakeholder management skills.
Proficient in Microsoft Project, Excel, PowerPoint, and project reporting tools.
Willingness to travel frequently across Northern Malaysia and project sites.
Existing network with consultants, authorities, utilities, or renewable energy industry stakeholders.
Familiarity with battery energy storage systems (BESS) integration is an advantage.
Ability to operate in a fast-moving entrepreneurial environment with lean teams.
Reports directly to Senior Management / Director of Renewable Energy Division.
Works closely with engineering, legal, finance, land, and operations teams.
