Job summary

Excelsior Expert Sdn Bhd is seeking a Tender & Proposal / Procurement / Cost Controller to manage tender preparation, project costing and procurement activities while monitoring costs to safeguard margins.

You will work with management, engineering and operations to ensure competitive pricing and healthy project profitability.

Qualifications

• Diploma or Degree in a related field such as Quantity Surveying, Engineering, Business, Finance or Procurement.
• Experience in tendering, procurement, costing, quantity surveying or project cost control.
• Strong numerical, analytical and negotiation abilities.
• Ability to read BOQ, scope of work and technical documents.
• Excellent attention to detail and commercial awareness.
• Able to work independently and meet multiple deadlines.
• Good communication and coordination skills.

Responsibilities

• Review RFQ, tender documents, BOQ, specifications and scope of work.
• Prepare cost estimates and commercial quotations for engineering and maintenance projects.
• Calculate manpower, materials, equipment, tools, transport, accommodation, subcontractor and other project costs.
• Prepare tender pricing, BOQ breakdowns and commercial submissions.
• Source quotations from suppliers and subcontractors and compare pricing.
• Negotiate supplier and subcontractor rates, payment terms and delivery schedules.
• Prepare and monitor purchase orders and procurement requirements.
• Track material and equipment deliveries to project sites.
• Establish project budgets and monitor costs against budgets.
• Track expenses and identify cost overruns or potential losses.

Job description

We are looking for a Tender & Proposal / Procurement / Cost Controller to manage and support tender preparation, project costing, procurement activities and cost monitoring. The role will work closely with the management, engineering and operations teams to ensure competitive pricing, effective procurement and healthy project margins.

Key responsibilities

Review RFQ, tender documents, BOQ, specifications and scope of work

Prepare cost estimates and commercial quotations for engineering and maintenance projects

Calculate manpower, materials, equipment, tools, transportation, accommodation, subcontractor and other project costs

Prepare tender pricing, BOQ breakdowns, quotation summaries and commercial submissions

Source quotations from suppliers and subcontractors and compare pricing

Negotiate supplier and subcontractor rates, payment terms and delivery schedules

Prepare and monitor purchase orders and procurement requirements

Track material and equipment deliveries to project sites

Establish project budgets and monitor actual costs against approved budgets

Track project expenses and identify cost overruns or potential losses

About you

Diploma or Degree in Quantity Surveying, Engineering, Business, Finance, Accounting, Procurement, Supply Chain Management or related field

Experience in tendering, procurement, costing, quantity surveying or project cost control

Strong Microsoft Excel skills and ability to develop detailed costing sheets

Good numerical, analytical and negotiation skills

Able to read and understand BOQ, scope of work and technical documents

Strong attention to detail and commercial awareness

Able to work independently and manage multiple deadlines

Good communication and coordination skills

Strong understanding of project costing and commercial pricing

Good documentation and record-keeping skills
