Job summary

CELESTAL is seeking a Risk & Safety Engineer to join our experienced Process Safety team in Malaysia. You will lead risk workshops (HAZID/HAZOP), perform safety studies, and collaborate with multidisciplinary engineering teams to deliver safe and reliable facilities for a major international energy project.

The role covers preparing Safety Cases and reports, developing Hazard Registers and Bow Tie diagrams, and ensuring compliance with Oil & Gas safety standards across offshore and onshore

Qualifications

• Bachelor's degree or higher in Chemical Engineering with relevant process safety experience.
• Experience with HAZID/HAZOP, FSA, and Bow Tie analyses in Oil & Gas environments.
• Strong report writing and communication skills for safety studies and client engagement.

Responsibilities

• Prepare, facilitate, and report risk workshops including HAZID, HAZOP, SIL, LOPA, ALARP, Bow Tie, and Safety Design workshops
• Perform qualitative, semi-quantitative, and quantitative risk assessments and Formal Safety Assessment (FSA) studies
• Conduct Fire & Explosion Risk Analysis, Occupational Risk Analysis, Structural Risk Analysis, Ship Collision Risk Analysis, Dropped Object Risk Analysis, and other process safety studies
• Support Escape, Temporary Refuge, Evacuation & Rescue Analysis, Emergency Systems Survivability Analysis, and ALARP evaluations
• Prepare Safety Cases and Safety Reports throughout project execution
• Develop Facility Descriptions, Safety Management System documentation, FSA documentation, Hazard Registers, and Bow Tie Diagrams
• Ensure compliance with Oil & Gas safety standards, engineering practices, and applicable regulations
• Support safety engineering activities across offshore and onshore facilities, including fixed and floating production systems, subsea pipelines, drilling, and processing plants
• Deliver assigned engineering activities on schedule and within budget
• Identify and communicate potential task overruns proactively
• Collaborate with multidisciplinary engineering teams to deliver high-quality safety solutions
• Prepare clear technical reports and effectively communicate engineering recommendations to clients and project teams
• Follow company engineering procedures and project management systems throughout project execution

What We're Looking For:

• Bachelor's Degree in Chemical Engineering (Master's degree is a plus)
• 5–8 years of experience in Process Safety or Risk Engineering within the Oil & Gas industry or another high-hazard industry
• Experience supporting projects through Concept Studies, FEED, Detailed Design, Installation, Commissioning, Operations, Brownfield, Greenfield, and Decommissioning phases
• Process Safety methodologies (HAZID, HAZOP, SIL, LOPA, ALARP, Bow Tie)
• Formal Safety Assessment (FSA), Safety Case preparation, Hazard Registers, and Bow Tie Diagrams
• Qualitative, semi-quantitative, and quantitative Risk Analysis, including Fire & Explosion, Occupational, Structural, Ship Collision, Dropped Object, and Emergency Response studies
• Strong knowledge of Oil & Gas safety standards, codes, and engineering best practices
• Excellent technical report writing, communication, and multidisciplinary collaboration skills
