Job summary

Axcellence Consulting in Penang is seeking a Recruitment Lead to drive end-to-end talent acquisition across multiple departments. You will collaborate with department heads to define manpower requirements, job specs, priorities, and headcount budgets.

Responsibilities include managing requisitions, sourcing, screening, interviews, offer negotiations, onboarding, and building talent pipelines via job portals, social media, agencies, universities, and referrals.

• Manage full recruitment lifecycle: requisition, sourcing, screening, interviews, offer, and onboarding.
• Build talent pipelines through portals, social media, agencies, universities, referrals, and networks.
• Strengthen employer branding to boost attractiveness in the talent market.
• Review ads, sourcing strategies, shortlists, and hiring recommendations.
• Provide market insights, salary benchmarks, and recruitment recommendations to managers.
• Manage external recruitment agencies and vendors for effective talent acquisition and cost control.
• Ensure recruitment activities comply with policies, procedures, and employment regulations.
• Prepare and present regular recruitment reports, manpower forecasts, and progress updates to management.

• Lead the end-to-end recruitment function across multiple departments and job levels, with a focus on key IDL positions.
• Partner closely with department heads and hiring managers to understand manpower requirements, job specifications, recruitment priorities, and headcount budgets.
• Manage the full recruitment lifecycle, including requisition, sourcing, screening, interviews, candidate selection, o er negotiation, pre-employment processes, and onboarding coordination.
• Build and strengthen talent pipelines through multiple recruitment channels, including job portals, social media, recruitment agencies, universities, employee referrals, and other talent networks.
• Strengthen employer branding initiatives to enhance the company’s attractiveness and competitiveness in the talent market.
• Review recruitment advertisements, sourcing strategies, candidate shortlists, and hiring recommendations to ensure consistent and objective candidate evaluation.
• Provide hiring managers with market insights, talent availability, salary benchmarks, and recruitment recommendations.
• Manage external recruitment agencies and vendors to ensure effective talent acquisition support and cost efficiency.
• Ensure recruitment activities comply with company policies, recruitment procedures, and applicable employment regulations.
• Prepare and present regular recruitment reports, manpower forecasts, hiring progress, and key IDL recruitment updates to management.
