Job summary

Malaysia Marine & Heavy Engineering is seeking a Manager, Development & Implementation to own end-to-end competency initiatives across functional groups. You will lead framework development, assessments, and programme implementation with internal SMEs, FCG Advisors, and external consultants.

The role requires strong stakeholder management and leadership skills to ensure credible assessments, governance, and delivery aligned to project execution and organisational priorities.

Qualifications

• Bachelor’s degree in human resources, Engineering, or any related field.
• 10–15 years of experience in EPCIC environments.
• Experience in competency development, learning & development, capability building, or talent development.
• Strong stakeholder management, project coordination, and leadership skills.
• Proficient in data analysis, reporting, and performance management.

Responsibilities

• Own assigned Functional Competency Groups end-to-end, covering competency framework development, assessment execution, intervention planning, and programme implementation aligned to business needs.
• Lead the development and validation of Functional Competency Matrices and Rulers in collaboration with FCG Advisors, internal SMEs, and external consultants.
• Plan, govern, and oversee competency assessments for internal SMEs and targeted employee groups to ensure consistency, credibility, and objectivity.
• Manage the implementation of approved programmes, ensuring delivery meets agreed scope, schedule, quality standards, and intended capability outcomes.
• Coordinate within PMO, HR Capability Development, FCG Advisors, SMEs and business leaders to ensure alignment, governance compliance, and role clarity.
• Manage team resources by prioritising workloads, providing guidance, and ensuring effective delivery of competency development and implementation activities.
• Monitor progress, risks, and outcomes, and provide structured updates and reports to the Senior Manager and PMO leadership.
