Reports to Manager, Ground Operations. Responsible for overall station oversight to ensure safe, secure, compliant, and punctual execution of Above-the-Wing (ATW), Below-the-Wing (BTW), and Cargo operations in accordance with AirBorneo’s operational requirements.
Acts as the Airline Representative at station level and ensures Ground Handling Agents (GHAs) perform in adherence to AirBorneo’s procedures, Precision Time Schedule (PTS), Safety Management System (SMS).
Accountable for ensuring that operational activities at station level are conducted in accordance with Air Operator Certificate (AOC) requirements and applicable regulatory standards.
Minimum Qualifications and Experience
- Diploma or Degree in Aviation Management or equivalent with minimum 5–7 years of experience in airline or ground handling operations, with exposure to both Above-the-Wing and Below-the-Wing functions, with at least 3 years in supervisory or managerial role.
- High School certificate or equivalent with more than 8 years of working experience in airline or ground handling operations, with exposure to both Above-the-Wing and Below-the-Wing functions, with at least 4 years in supervisory or managerial role.
- Strong knowledge of passenger handling, ramp operations, load control, and cargo handling procedures.
- Familiar with the local applicable laws and requirements.
- Experience in managing outsourced Ground Handling Agents.
- Good leadership, communication, and coordination skills.
- Ability to work independently and handle operational disruptions effectively.
Responsibilities
- To liaise and coordinate with Ground Handling Agents (GHA) on operational, compliance, and performance matters.
- To oversee day-to-day ground and cargo operations, including passenger handling, ramp, load control, and cargo activities.
- To ensure safe, secure, compliant, and punctual flight operations, with safety taking precedence over commercial or operational considerations.
- To attend to operational matters arising at station level, including flight delays, aircraft changes, and irregular operations.
- To ensure all ATW, BTW, and Cargo activities are conducted in compliance with AirBorneo’s operational manuals, Safety Management System (SMS), and Security Programme.
- To report any incidents, accidents, safety hazards, or non-compliance with AirBorneo’s Safety Management System (SMS) reporting procedures.
- To coordinate investigation with GHA on ground and cargo operational incidents, discrepancies, or procedural lapses.
- To recommend corrective and preventive actions to address operational deficiencies.
- To cease any ground or cargo-related activities, in consultation with AirBorneo HQ, that are found to be non-compliant with safety or security procedures.
- To intervene in operational matters where safety, compliance, or security standards are at risk.
- To conduct ground services audits on service providers at base and line stations.
- To monitor GHA performance against service level agreements and operational standards.
- To highlight recurring operational trends, risks, or compliance gaps to Manager, Ground Operations.
- To facilitate training and conduct operational briefings for GHA personnel on AirBorneo’s operational requirements.
- To ensure GHA personnel are familiar with updated procedures, circulars, and operational instructions.
- To compile, maintain, and update line station operational records and contact details.
- To report any accidents, incidents, events, or hazards that may adversely affect the safety of the Ground Operations Department.
- To ensure proper documentation of incidents, reports, and audit findings.
- Any other duties as may be reasonably assigned by the superior.
Authority
- To require Ground Handling Agents to comply with AirBorneo’s operational, safety, and security procedures.
- To intervene in operational activities affecting safety, compliance, or punctuality.
- To recommend corrective actions and escalated unresolved matters to HQ.
- To suspend or cease non-compliant activities immediately where safety or security is compromised and notify AirBorneo HQ without delay.
Delegation of Duties
- In the absence of Station Manager, responsibilities shall be assumed by: Designated Station Representative or Executive, Ground Operations (as appointed by HQ).
