Job summary

MINCONSULT Sdn Bhd is seeking a Pre-Contract & Business Development Support professional in Malaysia. The role focuses on drafting and reviewing commercial and contractual sections of tenders and RFPs, evaluating submissions, negotiating contracts, and supporting post-contract operations across active projects.

The ideal candidate holds a Bachelor’s Degree in Quantity Surveying with at least 5 years of experience and PQS/RQS registration is advantageous.

Qualifications

• Bachelor’s Degree in Quantity Surveying.
• PQ/RQS registration with BQSM/LJBM is an added advantage.
• At least 5 years of working experience.
• Experience in pre-contract, tendering, and contract administration.

Responsibilities

• Assist in drafting, compiling, and reviewing commercial and contractual sections of tender proposals, RFPs, and EOIs.
• Participate in tender evaluation, contract negotiations, and drafting sub-consultant engagement agreements.
• Assist DGM/Head in post-contract operations, procurement governance, and commercial strategy.
• Advise project teams on contract conditions and ensure compliance with client requirements and governance.
• Monitor deliverables to meet contract obligations; review IPCs, invoices, and final accounts.
• Evaluate and process contract variations, change orders, and site instructions.
• Provide procurement and risk advice to engineering, site execution, and planning teams.
• Assess claims, delay events, EOTs, and LD mitigation strategies.
• Draft, edit, and review contractual correspondence and NDAs with Legal.
• Review tender packages and main contract documents with Legal Department.

Job description

Pre-Contract & Business Development Support

Assist in drafting, compiling, and reviewing commercial and contractual sections of tender proposals, Requests for Proposal (RFPs), and Expressions of Interest (EOIs).

Participate in the evaluation of tender submissions, contract negotiations, and the drafting of sub-consultant engagement agreements.

Assist the Deputy General Manager (DGM) / Head of Project Management and Contracts Administration Sector in managing post-contract operations, procurement governance, and commercial strategy across all active contracts.

Advise project teams on contract conditions and ensure strict compliance with client requirements, statutory regulations, and internal governance frameworks.

Monitor contractor and subconsultant deliverables to ensure all technical, financial, and temporal obligations are met in accordance with the contract.

Review, audit, and validate Interim Payment Certificates (IPCs), sub-consultant invoices, and final accounts prior to management approval.

Evaluate, negotiate, and process contract variations, change orders, and site instructions, ensuring proper cost-impact assessments and value engineering.

Provide commercial, rate analysis, and cost-estimation support to internal Technical Divisions throughout the project lifecycle.

Assess the legal and commercial validity of claims, loss-and-expense submissions, and potential dispute matters.

Analyze delay events, critical path impacts, and concurrent delay factors to assess EOT applications and recommend liquidated damages (LD) mitigation strategies.

Risk & Conflict Resolution: Provide proactive advice to de-escalate contractual conflicts and manage pre-litigation/arbitration processes.

Draft, edit, and review formal contractual correspondence, notice of claims, and official emails generated by internal Technical Divisions to safeguard legal position.

Review tender packages, sub-consultant agreements, non-disclosure agreements (NDAs), and main contract documents in coordination with the Legal Department.

Provide procurement and risk advice to engineering, site execution, and planning teams to maintain contractual alignment.

Qualification Requirements

Bachelor’s Degree in Quantity Surveying,

Registered as a Professional Quantity Surveyor (PQS) or Registered Quantity Surveyor (RQS) with BQSM/LJBM is an added advantage.

At least 5 years of working experience.
