Job summary

Horizon Construction Overseas (Malaysia) Sdn Bhd seeks a seasoned Procurement Leader to oversee Demand & Purchase Requisition Management, lead end-to-end procurement operations and strengthen supplier relationships across branches to meet business needs.

Responsibilities include cost control, contract & agreement reviews, inventory governance for spare parts, KPI tracking, cross‑functional coordination, and import/export coordination in a fast‑paced construction equipment environment.

Responsibilities

• Demand & Purchase Requisition Management: supervise orders from all branches and ensure timely follow-up and procurement execution.
• Procurement Operations Management: lead end-to-end procurement operations for spare parts, machinery and services, ensuring timely fulfilment of daily, urgent and emergency needs.
• Supplier Management & Development: source, evaluate, develop and monitor supplier performance; maintain supplier master data in the SaaS system.
• Cost Control & Procurement Negotiation: lead price negotiations to achieve cost savings and favorable terms while maintaining quality.
• Procurement Contract & Agreement Review: review contracts and supplier agreements with Supply Chain and Legal teams.
• Settlement, Reconciliation & Compliance: monitor settlements, reconcile supplier accounts and ensure timely payments.
• Spare Parts & Warehouse Inventory Management: manage safety stock levels and control excess/obsolete inventory.
• Procurement KPI & Performance Management: establish and report KPIs, identify gaps and implement improvements.
• Team Leadership & Development: lead and develop Purchasing, Spare Parts and Warehouse teams across branches.
• Import & Export Coordination: oversee import/export of spare parts and machinery, including logistics payments.
• Process Improvement & Procurement Governance: enhance processes, workflows and internal controls for compliance and efficiency.

Job description

Demand & Purchase Requisition Management
Supervise demand orders from all branches and monitor purchase requisitions to ensure timely follow-up and procurement execution to fulfil business requirements.

Procurement Operations Management
Lead and supervise end-to-end procurement operations, particularly for spare parts, machinery and services, ensuring timely fulfilment of daily, urgent and emergency procurement requirements.

Supplier Management & Development
Manage supplier sourcing, development, evaluation and performance monitoring. Develop new suppliers and maintain strong relationships with existing suppliers to ensure competitive pricing, quality and reliable delivery. Maintain accurate supplier master data in the SaaS procurement system.

Cost Control & Procurement Negotiation
Lead price negotiations and commercial discussions with suppliers to achieve competitive pricing, cost savings and favourable payment and delivery terms. Identify opportunities to optimize procurement costs without compromising quality or operational requirements.

Procurement Contract & Agreement Review
Review procurement contracts and supplier agreements in coordination with the Supply Chain and Legal departments, with review frequency determined by supplier category and business requirements.

Settlement, Reconciliation & Compliance
Review and monitor procurement settlements and compliance matters, reconcile supplier accounts against actual transactions, and ensure timely and compliant payment processing.

Spare Parts & Warehouse Inventory Management
Monitor and lead the Spare Parts and Warehouse Management teams in reviewing and adjusting safety stock levels on a quarterly basis to maintain optimal inventory availability while controlling excess and obsolete inventory.

Procurement KPI & Performance Management
Establish, monitor and report procurement KPIs, including purchasing lead time, purchase requisition fulfilment, supplier delivery performance, cost savings, procurement efficiency and inventory availability. Identify gaps and implement corrective actions where required.

Team Leadership & Development
Lead, supervise and develop the Purchasing, Spare Parts and Warehouse Management teams. Allocate responsibilities, monitor team performance and provide guidance to ensure effective execution of procurement activities across all branches.

Import & Export Coordination
Manage and follow up on the import and export of spare parts and machinery, including coordination with Supply Chain on liner charges, haulage, customs duties and other related logistics payments and deliverables.

Process Improvement & Procurement Governance
Review and improve procurement processes, workflows and internal controls to enhance efficiency, transparency and compliance. Ensure procurement activities are conducted in accordance with company policies and approval procedures.

Cross-Functional Coordination
Work closely with Supply Chain, Finance, Legal, Warehouse, Operations and other departments to align procurement activities with business requirements, operational priorities and budgetary objectives.
