Responsibilities

• Oversee all contract management activities from pre-tender to final account and approve consultant/contractor appointments.
• Ensure compliance with SOPs and secure management approval; monitor costs and prevent variation orders.
• Lead risk assessment, tender analysis, and negotiation of commercial disputes and EOT/LAD claims.
• Identify cost-saving opportunities and ensure ISO-compliant project delivery across multiple projects.

Job description

Responsible for all aspects related to technical and contractual matters for all assigned projects. This is including pre tender and tender exercise, post contract and final account. Verify all appointment of consultants and contractors.

Ensuring all contract management is in accordance with the standard operating procedure and to secure management's approval.

Maintaining strict control over construction costs to proactively mitigate and avoid variation orders.

Ensuring projects are implemented and completed on time within approved budget. Ensuring acceptable quality of product with minimum defects from assigned projects.

Identify project components based on feasibility and financial studies whilst utilizing optimal available resources.

Proactively analyze contract terms, tender documents, and project designs to identify and mitigate potential commercial, financial, and legal risks before contract execution.

Lead the evaluation, negotiation, and settlement of commercial disputes, extension of time (EOT) requests, liquidated damages (LAD), and loss and expense claims to prevent legal arbitration.

Monitor and analyze macroeconomic trends-such as fluctuating construction material prices and labour market shortages, to adjust budget forecasts and shield the company from market volatility.

Identify opportunities for strategic sourcing, bulk material purchasing, or long-term framework agreements across multiple projects to maximize economies of scale and drive higher cost savings.

Ensuring cost saving for projects.

Ensuring projects monitoring system is complies fully with ISO standard, specification and design.

Ensure a cohesive working synergy, remains on track and in the right frame of mind among the Project Team for the company to grow and move forward as one entity.

Accountable for the implementation and compliance to the approved quality, occupational safety, health and environment standards towards meeting customers’ expectations and fulfilling regulatory requirements

Undertakes any other tasks and assignments as directed by the Management.

Education, Experience and Skill Requirements

Candidate must possess at least Diploma, Advanced/ Higher/ Graduate Diploma, Bachelor's Degree in Quantity Surveying, or any technical degree related to property development.

At least 10 year(s) of related working experience for Managerial position preferably in project or property management/industry.

Candidate with experience in property developer/ real estate is an advantage for this position.

Ability to function as an effective team member where he or she can rapidly adapt to the corporate culture and be valued as a team member.

Good Analytical skill in costing and resourceful.

Meticulous and good knowledge in project costing and contract administration.

Strong communications and interpersonal skills.

Independent and able to meet tight deadlines.

Mandarin proficiency is required as the role involves communication with our international investors and Mandarin-speaking stakeholders.
