Job summary

Elsa Talent Solutions Sdn. Bhd. in Kuala Lumpur seeks a Senior Expeditor for a 1-year contract in the Oil & Gas sector to manage vendor expediting and ensure timely deliveries to site.

You will coordinate with Engineering, QA/QC, and Logistics, lead kickoff and pre-inspection meetings, review reports, and drive corrective actions to avoid delays and ensure project schedules are met.

Qualifications

• Bachelor's degree in Engineering or related discipline.
• 6–10 years in SCM expediting, preferably Oil & Gas.
• Experience on EPC/EPCIC/EPCM projects desirable.
• Strong vendor expediting and delivery tracking experience.
• Familiarity with ITPs, VDRs, ROS, and vendor documentation.
• Excellent planning, coordination, and communication skills.

Responsibilities

• Plan and lead vendor kick-off, pre-production and pre-inspection meetings.
• Monitor and expedite vendor manufacturing and deliveries against PO dates and ROS dates.
• Coordinate with Engineering for timely approval of vendor drawings and documentation.
• Liaise with QA/QC and Testing & Commissioning to ensure ITP compliance.
• Arrange and coordinate third-party and internal inspections, including witness points.
• Review expediting and inspection reports and drive corrective actions.
• Coordinate shipment and logistics to support on-time delivery to site.
• Work with Package Engineers to resolve technical and delivery issues.
• Ensure timely submission of final Vendor Data Records (VDR) and follow up deficiencies.
• Liaise with vendors and Finance to resolve payment or commercial issues affecting delivery.
• Maintain expediting reports and progress records.
• Identify delivery risks and communicate delays to stakeholders.
• Support project objectives by ensuring materials/equipment meet schedules and contracts.

Job Scope(s):

• Plan and lead vendor kick-off, pre-production, and pre-inspection meetings to align on project scope, schedules, deliverables, and expectations.
• Monitor and expedite vendor manufacturing and material deliveries against PO contractual delivery dates and Required on Site (ROS) dates.
• Coordinate with Engineering to ensure timely approval of vendor drawings, calculations, datasheets, and other technical documents in line with project schedules.
• Liaise with QA/QC and Testing & Commissioning teams to ensure vendor compliance with approved procedures and Inspection & Test Plan (ITP) requirements.
• Arrange and coordinate third-party and internal inspections, including witness and hold points, as well as field expediting activities where required.
• Review expediting and inspection reports, identify potential delays or non-compliances, and drive timely follow-up and corrective actions.
• Coordinate shipment and logistics activities to support the on-time delivery of materials to site.
• Work closely with Package Engineers and relevant stakeholders to facilitate the resolution of technical and delivery-related issues.
• Ensure timely submission of final Vendor Data Records (VDR) and follow up on outstanding deficiencies, discrepancies, and carry-over punch list items.
• Liaise with vendors and Finance to resolve payment or commercial issues that may affect delivery performance.
• Maintain accurate and up-to-date expediting reports, progress records, and other agreed project documentation.
• Identify potential delivery risks and proactively communicate delays or issues to the relevant project stakeholders.
• Support overall project objectives by ensuring materials and equipment are delivered in accordance with approved schedules and contractual requirements.

Requirement(s):

• Bachelor's Degree in Engineering or any relevant discipline, or equivalent qualification.
• 6–10 years of experience in Supply Chain Management (SCM) Expediting, preferably within the Oil & Gas industry.
• Experience working on EPC, EPCIC, or EPCM projects is highly preferred.
• Strong experience in vendor expediting, manufacturing progress monitoring, inspection coordination, and material delivery tracking.
• Basic understanding of manufacturing processes, engineering documentation, and quality requirements.
• Familiarity with PO contractual dates, Required on Site (ROS) dates, ITPs, VDRs, and vendor documentation.
• Strong planning, coordination, communication, and analytical skills.
• Ability to manage multiple vendors and priorities while working within tight project schedules.
• Self-motivated, results-oriented, highly ethical, and committed to compliance with company policies and procedures.
