Courts (Malaysia) Sdn Bhd is seeking a Quantity Surveying professional to lead cost estimation, tendering, and cost control across store development projects including openings, refurbishments, and closures. You will manage CAPEX records, procurement processes, and ensure adherence to budgets and timelines.
The role also covers leasing operations, tenancy documentation, and landlord liaison to secure favorable terms.
Execute and coordinate day-to-day quantity surveying (QS) and quality control (QC) activities for store development projects, including new store openings, refurbishments closures and retail maintenance. Drive accurate cost estimation, efficient tendering processes, effective cost control and high-quality project execution. It involves managing procurement, monitoring market trends and maintaining accurate CAPEX records while ensuring site quality compliance as well as contractor coordination to deliver projects within approved budgets, timelines and quality benchmarks.
Execute day-to-day leasing operations, tenancy documentation, lease renewals, termination coordination and landlord liaisons. Assist in securing competitive commercial terms, tracking critical lease milestones, maintaining master lease records and ensuring all agreements comply with internal guidelines and legal standards.
Assist in prepare detailed project cost estimates and Bills of Quantities (BOQ) based on approved architectural and design concept drawings.
Support cost planning and monitoring across the project lifecycle to ensure alignment with financial control and resource allocation.
Assist in establishing baseline project budgets and identify potential cost overruns early.
Coordinate full tender processes including document preparation, evaluations and vendor negotiations.
Prepare comprehensive quotation comparisons, cost analysis and evaluation summaries to support procurement recommendations.
Assist in vendor negotiations and sourcing new contractors or suppliers to ensure competitive pricing and quality delivery.
Track and reconcile project expenditures against approved budgets, assist in reviewing variation orders (VOs) and claims.
Maintain a detailed master database of CAPEX spending across all new store openings, refurbishment, closures and retail maintenance.
Assist in value engineering exercises to optimize project costs without compromising design and quality standards.
Review, prioritize and process store maintenance requests submitted via Desknet.
Assess the scope of repair works and liaise with contractors to obtain quotations and issue work instructions.
Monitor contractor progress, inspect completed rectifications for quality assurance, and maintain detailed maintenance cost logs.
Maintain records of all maintenance requests, actions taken and associated costs for reporting and analysis.
Prepare and manage administrative documentation including quotation comparisons, purchase order issuance, verify work completion for contractor progress claims and process invoices for timely submission to Finance.
Coordinate with the Finance team to track payment milestones and resolve vendor billing discrepancies.
Maintain systematic and organized records of all QS and QC-related documents and transactions.
Support lease negotiations with landlords to achieve favorable rental rates, fit-out periods, and commercial terms.
Draft, review, and process Letters of Offer (LOO), Tenancy Agreements (TA), Novation Agreements, and Supplementary Agreements in coordination with the Legal department.
Coordinate document execution, agreement stamping, official premise, handover schedules and related requisition.
Monitor lease expiry schedules and track critical renewal option notice dates to prevent operational disruptions.
Gather historical store performance data and market rental benchmarks to prepare renewal recommendations and justifications.
Maintain and update the master leasing database, tracking rental structures, turnover rent thresholds, and lease terms across all stores.
Coordinate lease termination and store closure workflows in compliance with standard operating procedures (SOP).
Coordinate site handover inspections, reinstatement scope sign-offs, and utility account closings with landlords and internal project teams.
Follow up closely with landlords and Finance to secure full and timely refunds of security and utility payments.
Act as the primary operational contact for landlords and mall management regarding day-to-day tenancy, mall guidelines, and fit-out permissions.
Facilitate prompt resolution of landlord escalations, billing discrepancies, maintenance notices, and operational requests.
Track and reconcile rental payments, turnover rent reports, service charges, and payment schedules in alignment with Finance.
Maintain a systematic and up-to-date filing system for all tenancy agreements, legal notices, and landlord correspondence.
Bachelor’s Degree or Diploma in Quantity Surveying, Construction Management, Civil Engineering, Real Estate Management, Property Management, Business Administration, Estate Agency, or a related field..
Professional certifications (e.g., RICS, CIOB) are an advantage.
3 to 5 years of working experience in quantity surveying, fit-out estimation, or quality control, preferably within retail, commercial interior fit-out, project management environments, commercial retail leasing, tenancy coordination or landlord relations. .
Strong knowledge of renovation cost estimation, BOQ preparation, tendering processes and retail fit-out materials. High attention to detail in reviewing contractual terms and managing critical dates.
Working knowledge of contract administration, variation orders, and defect rectification workflows.
Strong communication, negotiation, numerical, analytical capabilities and interpersonal skills to build effective relationships with mall managers and landlords. .
Solid understanding of commercial tenancy agreements, retail lease mechanisms (Base Rent vs. Turnover Rent) and legal compliance processes.
High level of detail orientation and accuracy in documentation and cost management.
Strong coordination skills with the ability to manage multiple store sites and tight turnaround timelines simultaneously.
Proficiency in Microsoft Office (advanced Excel skills required); hands‑on working knowledge of AutoCAD, QS measurement software and lease administration software is an advantage.
