Job summary

Universiti Teknologi PETRONAS (UTP) is seeking an enterprise digital leader to set strategic direction for the university's digital and data agenda. Qualifications

• Bachelor’s degree in Information Technology, Computer Science, Information Systems or an equivalent discipline
• 12+ years of progressive experience in digital and technology functions including senior leadership in enterprise transformation, tech ops, cybersecurity, data & analytics and investment governance
• An advanced degree and relevant certifications in enterprise architecture, cybersecurity, cloud, data, project/program management, service management, governance or change leadership would be advantageous
• Proven ability to communicate complex digital, technology, risk and investment matters to executive, technical and non-technical audiences with strong written and presenting skills
• Proven ability to build trusted relationships, negotiate with diverse stakeholders across academic, professional, regulatory, industry and technology partner environments
• Strong strategic, analytical and commercial judgement including evaluation of business cases, technology investments, architecture options, cyber and operational risks, vendor proposals and benefits realisation

Responsibilities

• Set the strategic direction for the university's digital and data agenda and oversee the digital master plan and investment portfolio

Job description

Provide enterprise leadership for the university’s digital and data-driven agenda by setting the strategic direction, governing the digital master plan and investment portfolio, and driving innovation, technology adoption and service transformation. Oversee support operations services, innovation & delivery assurance, application & data analytics, and digital infrastructure & resiliency to deliver secure, reliable and user-centred digital services, measurable institutional value and sustainable organisational outcomes.

Key Accountabilities

Support Operations Services

Set the strategic direction, service performance objectives and operating model for support operations services. Approve and oversee plans for incident and problem management, ICT facilities and asset management, service demand and capacity forecasting, and continual service improvement; monitor service levels, operational risks, cost efficiency and user experience to ensure reliable, responsive and effective ICT services across the university.

Innovation & Delivery Assurance

Lead and govern the innovation and digital delivery portfolio by identifying, evaluating and prioritising solutions and improvement initiatives based on strategic alignment, feasibility, user value, risk and total cost of ownership. Approve investments and monitor delivery performance, adoption and benefits realisation to enhance institutional effectiveness, service quality and cost efficiency.

Establish and oversee digital governance, enterprise architecture, quality assurance, change management, audit readiness, vendor performance and contract governance. Approve standards, controls and assurance plans to ensure compliant, interoperable, secure and high-quality delivery of digital products and services.

Application & Data Analytics

Set the strategic direction for enterprise applications, systems integration, data and analytics, responsible AI and digital user experience. Approve roadmaps, architecture and investment plans; establish data ownership, quality, privacy, security and ethical-use controls; and monitor adoption, performance and benefits realisation to meet stakeholder requirements, strengthen evidence-based decision-making and advance the university’s digital and data-driven agenda.

Digital Infrastructure & Resiliency

Set the strategic direction for digital infrastructure, networks, unified services, data centres, cloud platforms and cybersecurity. Approve architecture, capacity, lifecycle and investment plans; oversee cyber and operational risk, disaster recovery and business continuity; and monitor availability, performance and recovery readiness to ensure secure, scalable and resilient university operations.

Qualification & Experience

Recognised Bachelor’s degree in Information Technology, Computer Science, Information Systems or an equivalent discipline

More than 12 years of progressive experience in digital and technology functions, including substantial senior leadership responsibility for enterprise transformation, technology operations, cybersecurity, data and analytics, investment governance and multidisciplinary teams

An advanced degree and relevant professional certifications in enterprise architecture, cybersecurity, cloud, data, project or programme management, service management, governance or change leadership would be advantageous

Demonstrated ability to communicate complex digital, technology, risk and investment matters clearly to executive, technical and non-technical audiences, with strong written, presentation and influencing skills

Demonstrated ability to build trusted relationships, negotiate effectively and align diverse stakeholders across academic, professional, regulatory, industry and technology partner environments

Strong strategic, analytical and commercial judgement, including the ability to evaluate business cases, technology investments, architecture options, cyber and operational risks, vendor proposals and benefits realisation
