Job summary

China State Construction Engineering (M) Sdn Bhd is hiring for a construction commercial management role based in Malaysia. You will conduct quantity take-offs, prepare cost estimates, monitor budgets, and manage claims and final accounts, coordinating with subcontractors, suppliers, and clients.

The role requires 3–8 years of experience in construction commercial management and strong knowledge of local valuation procedures, cost control, and risk management in Malaysia.

Qualifications

Job description

Perform quantity take-off, cost estimation and preparation of project budgets and cost plans

Monitor, control, and record material usage and project costs to ensure alignment with approved budgets

Prepare and submit monthly progress claims to clients

Prepare and certify subcontractors’ interim payment certificates

Evaluate variation orders (VOs) and prepare supporting documentation

Prepare and manage project final accounts, including negotiation and settlement with relevant parties

Compile quotations, conduct price comparisons, and support negotiations with suppliers and subcontractors

Attend site meetings, joint measurements, and site valuations for subcontractor certifications

Liaise effectively with clients, consultants, subcontractors, and internal project teams on contractual and commercial matters

Monitor project budgets, identify potential cost overruns, and propose mitigation measures

Participate in the tendering process, including preparation of cost estimates, bills of quantities, and tender clarifications.

Requirements

3–8 years of experience in construction commercial management, quantity surveying, cost estimation, or related fields;

Familiar with quantity measurement and valuation procedures for building projects (e.g., high-rise residential, industrial buildings, etc.);

Strong capability in quantity take-off, cost verification, and submission of commercial claims;

Familiar with the local construction commercial environment in Malaysia, with practical experience communicating with subcontractors and consultants;

Basic knowledge of cost control, cost analysis, and project risk management.
