Qualifications

• Bachelor's Degree in Quantity Surveying or a related discipline.
• Over 10 years of proven experience in construction, infrastructure, engineering, or road/highway projects.
• Extensive experience managing construction contracts end-to-end, including budgeting, tendering, awards, and compliance.
• Experience with PAM, PWD, and FIDIC forms of contract.
• Experience with tenancy, sublease, development agreements, and third-party commercial arrangements.
• Exposure to arbitration and dispute resolution processes.
• Knowledge of contract law to identify exposures and assess risks.
• Strong procurement knowledge for evaluating bids and drafting tender specs.
• Excellent communication to align priorities across teams and authorities.

Responsibilities

• Prepare comprehensive project estimates, budgets, and annual costing for materials, labor, and machinery.
• Evaluate project requirements to determine contract strategies and standard forms for tenders.
• Draft, review, and verify tender and quotation documents with consultants to resolve issues.
• Coordinate with PMD, Sub-Lessees, Legal, and Business Development to integrate requirements into Sub-Lease Agreements and tenders.
• Ensure all submissions, claims, and supporting docs are substantiated and compliant.
• Identify commercial/contractual risks and propose mitigation measures per procurement guidelines.
