Job summary

Qualifications

• Minimum Diploma/ Degree/ tertiary education in Occupational Safety & Health, Environmental Science or Engineering discipline or equivalent.
• Green Book registered with DOSH is compulsory.
• Minimum 6 years and above of experience in safety supervision and implementation.
• At least 3 years of managerial capacity in construction safety supervision and implementation.
• Knowledge of construction terminology and environment management.
• Proficiency in Microsoft Office applications and familiarity with health and safety management software.
• Good command of written and spoken English with strong communication and interpersonal skills.
• Good knowledge of the OSH Act 1994, Factory and Machinery Act 1967, and related laws.
• Able to conduct safety training, coaching and internal awareness programmes.
• Strong knowledge of incident investigation, root cause analysis and corrective actions.

Responsibilities

• Coordinate policies and ensure adherence by relevant parties.
• Provide guidance on the HSE management system and incident investigations.
• Assist with inspections, hazard identifications, risk assessments and JSA.
• Prepare and submit accurate HSE statistics and reports to management.

About the role

PESTEC International Berhad is seeking a Safety & Health Officer to join our team in Kuala Lumpur. This role is responsible for implementing and maintaining effective occupational health and safety programmes across our projects and workplace.

The successful candidate will ensure compliance with relevant safety regulations, promote a strong safety culture, and work closely with project teams to minimise workplace risks and incidents. This is a key role in safeguarding employee wellbeing and maintaining high standards of workplace safety.

Key responsibilities

Establish, implement and review the Company’s Health, Safety and Environmental (HSE) management system to ensure that it is in compliance with relevant statutory requirements at all times, including the International Standards, Local regulations, code of practices and legal requirements.

To ensure the effective implementation of construction planning activity from pre-contract to construction is in conformance to ISO management system standard.

Continuously promote awareness of client requirements as well as HSE practices throughout the Company and ensure that it is observed and adhered by the Company and relevant parties at all times.

Coordinate the Management Review System Review Meeting from time to time.

Represent the Company on Health, Safety and Environmental (HSE) matters with auditors, client, sub-contractors and relevant parties.

To organize and conduct site management walkabout in regular basis.

Provide accurate interpretation of HSE Management requirements and regulation for the Company.

Coordinate the implementation of both PTSB and CLIENT’s policies.

Continuously promote awareness of client requirements as well as HSE practices throughout the Company and ensure that it is observed and adhered by the Company and relevant parties at all times.

Provide sound advice and guidance to the effective operations of the HSE management system.

Liaison with CLIENT’s Safety Officer/ Personnel and line managers.

To continuously improve the HSE Management System by coordinating and / or conducting regular internal audits, awareness briefings, trainings and induction programme.

Assist and advise Line Management on the implementation of the Project HSE Management Plan.

Provide assistance and advise to HSE Department/ Line Management on regular inspection, accident/incident investigations, hazard identifications, risk assessments, risk control measures and Job Safety Analysis of the work areas with the respective Supervisor and safety representatives.

To prepare and submit accurate reports on HSE statistics and records to superior and Line Management on a timely basis.

Act as Secretary for the Site HSE Committee Meeting.

To Liaise with relevant authorities on planning, Health, Safety & Environmental matters during construction planning activity from pre-contract to construction to meet construction requirements, Company’s objective and policy.

Provide assistance and advise to HSE Department/ Line Management with incident investigation and analysis to discover accident trends and corrective actions.

Coordinate, conduct and/or facilitate additional employee safety training.

Attend Safety meetings, including the site Safety committee periodically by CLIENT’s.

Ensure compliance with OSHA 1994, SHO Regulations, and applicable HSE requirements.

Lead, guide, and support HSE personnel in carrying out their responsibilities.

To implement any and all relevant policies, procedures and work instructions as so defined in the Company’s Health, Safety and Environmental (HSE) Management System.

Control the preparation, revision and dissemination of the HSE Manual.

Control the HSE Management System records (retention and disposition of the records).

Review and verify the HSE Management System relevant document and data.

Issue Corrective Action Request (CAR)/ Non-Conformance Report (NCR) and/or stop-work order/ Penalty on non-compliance of HSE Management System.

Provide proper legal interpretation and advice on HSE related corrective and preventive actions as and when required.

Carry out other HSE-related duties as assigned by Management.

What we're looking for

Good knowledge of the Occupational Safety and Health Act 1994, Factory and Machinery Act 1967, and other relevant laws and regulations.

Familiar with OSH Management System standards and requirements.

Able to conduct safety training, coaching, and internal safety awareness programmes.

Strong knowledge of incident investigation, root cause analysis, and corrective action improvement tools.

Good data collection, analysis, and statistical skills.

Able to multitask, work independently, and demonstrate strong attention to detail.

Highly conscientious, proactive, and diligent in carrying out safety responsibilities.

Experience in TNB projects and availability to start immediately or within a short notice period will be an added advantage.
