Job summary

The Coffee Bean & Tea Leaf is seeking an Executive, Authority Liaison to coordinate, implement, and complete projects ensuring alignment with company strategy. Build relationships with government regulators, monitor permits and licenses, and drive project governance across multiple sites in Malaysia.

Candidate should hold a Diploma or Bachelor's in PM/Engineering and have 2–3 years of project management experience, with strong English communication and willingness to travel.

Qualifications

• Candidate should have at least a Diploma/Advanced/Higher/Graduate Diploma or Bachelor’s Degree in Project Management, Engineering, Construction/Development or equivalent.
• 2–3 years of project management experience is required.
• Experience dealing with Local Authorities (City Councils, TNB, SYABAS) is an added advantage.
• Proficient in MS Office and able to work with minimal supervision.
• Fluent in English and able to interact with stakeholders at all levels.

Responsibilities

• Coordinate with contractors and vendors and internal stakeholders.
• Manage Local Authorities requirements for fit-out plans and designs.
• Coordinate with Architects on site fit-out works for BP submissions.
• Oversee site fit-out works to align with timeline, budget and drawings; conduct regular inspections.
• Handle utility meter installations and terminations with providers.
• Oversee licensing and governance including licenses, permits and related approvals.
• Develop and maintain SOPs and governance-related policies.
• Escalate changes in cost or timelines beyond contractual limits and assess effects on business cases.
• Prepare monthly project reports for risks, issues, and financial tracking.
• Coordinate monthly project and post-project review meetings to ensure benefits realization.
• Act as liaison between internal and external stakeholders.
• Undertake additional project-related tasks as assigned.
