Regional Payroll & HR Operations Manager
Join a growing regional team and play a key role in supporting employees and clients across Malaysia, Singapore, and Hong Kong. As Regional Payroll & HR Operations Manager, you will ensure that people are paid accurately, supported throughout their employment journey, and managed in line with local requirements across three dynamic markets.
This is an opportunity to take meaningful ownership of regional payroll and HR operations while gaining valuable exposure to Employer of Record (EOR) services, cross‑border compliance, client management, and business growth.
We are looking for someone who is exceptionally careful, responsible, and dependable. You will be trusted with confidential employee data, statutory deadlines, client funds, and payroll calculations, so you must check your work thoroughly, follow through on open matters, and take responsibility for resolving discrepancies promptly.
The successful candidate should have strong hands‑on payroll experience, particularly in Malaysia, and be familiar with statutory submissions, employee lifecycle administration, EOR operations, client invoicing, and payroll‑related client support.
Key Responsibilities:
Regional Payroll Administration
- Manage end-to-end monthly payroll processing for employees in Southeast Asia.
- Verify payroll inputs, including salaries, allowances, overtime, commissions, bonuses, deductions, unpaid leave, and expense reimbursements.
- Perform careful pre-payroll and post-payroll checks, identify unusual variances, and resolve discrepancies before payroll is finalised.
- Ensure payroll is processed accurately and within the required deadlines.
- Prepare payroll reports, payslips, payment summaries, and bank payment files.
- Maintain complete and accurate payroll records and conduct payroll reconciliations.
- Respond to employee and client enquiries relating to salary calculations, deductions, and statutory contributions.
Statutory Compliance
- Prepare and submit Malaysia statutory contributions and payroll filings, including EPF, SOCSO, EIS, PCB, HRD Corp, and other applicable requirements.
- Handle Singapore statutory matters, including CPF submissions and relevant employee tax reporting.
- Handle Hong Kong MPF contributions and related payroll administration.
- Support annual employer reporting and employee tax documentation, including relevant forms and statutory declarations.
- Maintain a reliable compliance calendar, proactively follow up on outstanding information, and ensure that no filing deadline is missed.
- Monitor changes in payroll regulations and ensure continued compliance across all applicable jurisdictions.
- Liaise with government authorities, payroll vendors, and external service providers when required.
EOR and HR Operations
- Support Employer of Record (EOR) services in Malaysia and other assigned markets.
- Coordinate employee onboarding, including preparation of employment documents, collection of personal information, payroll registration, and benefits enrolment.
- Manage employee offboarding, including final salary calculations, leave encashment, statutory cessation requirements, and preparation of relevant documents.
- Maintain accurate employee records, employment contracts, leave records, and payroll documentation.
- Assist with employment pass, work permit, and other employment‑related administrative matters where required.
Client Billing and Support
- Prepare accurate and timely client invoices for payroll, EOR, HR administration, and reimbursable employment costs.
- Reconcile payroll costs against client invoices before issuance and verify that all billable items are captured correctly.
- Monitor outstanding invoices and follow up on collections professionally and consistently.
- Act as the main point of contact for clients regarding payroll and HR operational matters.
- Investigate and resolve payroll discrepancies, billing issues, and client enquiries promptly, taking ownership until closure.
- Support improvements to internal payroll workflows, controls, templates, and operating procedures.
Requirements
- Bachelor in Human Resources, Accounting, Finance, Business Administration, or a related field.
- At least 3 years of hands‑on payroll or HR operations experience.
- Practical experience and familiar with managing Malaysian payroll and statutory submissions. (MUST HAVE)
- Experience with Singapore CPF and/or Hong Kong MPF payroll administration is strongly preferred.
- Previous experience in an EOR, payroll outsourcing, HR consultancy, recruitment agency, or professional services environment is an advantage.
- Good understanding of payroll calculations, statutory contributions, employee tax requirements, and employment administration.
- Experience preparing client invoices and monitoring accounts receivable is preferred.
- Strong Microsoft Excel skills and confidence working with payroll systems and large volumes of employee data.
- Strong written and spoken English communication skills. Additional language abilities are an advantage.
- Meticulous and detail-oriented, with a habit of checking figures, supporting documents, and submission details before completion.
- Responsible and dependable, with a strong sense of ownership for deadlines, accuracy, and follow‑up.
- Trustworthy and discreet when handling salaries, personal information, bank details, and confidential client data.
- Proactive in identifying potential errors or delays and communicating issues early, together with practical solutions.
- Able to organise multiple payroll cycles and client accounts independently without losing track of outstanding items.
- Patient and service‑minded when assisting employees and clients, while remaining firm on required timelines and documentation.
