Job summary

Accesstech Engineering Pte Ltd is seeking a highly analytical Quantity Surveyor to manage the commercial and contractual aspects of MEP projects. You will excel in cost estimation, budgeting, contract management, and value engineering to ensure financial discipline and project compliance.

The role emphasizes accurate take-offs, tender preparation, supplier evaluation, and proactive cost control to prevent overruns while maintaining quality and safety across industrial, commercial, or data-centre

Qualifications

  • Degree/Diploma in Quantity Surveying, Engineering, or equivalent.
  • Minimum 3 years of relevant QS experience in industrial, commercial, or data-centre projects.
  • Strong technical knowledge of Mechanical and Electrical systems.
  • Proven track record in cost control, tendering, and contract administration.
  • Skilled in negotiation, problem-solving, and stakeholder management.
  • Proficient in MS Office and QS/estimating software.
  • Excellent communication skills in English and Malay.
  • Organised, detail-oriented, adaptable, and committed to meeting deadlines.
  • Strong interpersonal and communication skills, with the ability to work independently and in a team

Responsibilities

  • Prepare detailed cost estimates for MEP works, including materials, labour, equipment, and overheads.
  • Analyse project specifications, drawings, and scope to establish realistic cost baselines.
  • Provide early-stage cost advice to guide design and procurement decisions.
  • Perform precise quantity take-offs for all MEP materials, fittings, and installation requirements.
  • Validate quantities against design changes, ensuring alignment with project requirements.
  • Collaborate with design and site teams to ensure take-off accuracy and completeness.
  • Develop comprehensive project budgets and monitor expenditure against allocated budgets.
  • Implement cost-control mechanisms to prevent overruns and ensure financial discipline.
  • Analyse cost variances and recommend corrective actions or cost-optimisation measures.
  • Prepare tender documents, BOQ, and specifications.
  • Assist in evaluating supplier and subcontractor bids for cost competitiveness and compliance.
  • Support procurement teams in negotiations to secure best-value contracts.
  • Administer MEP-related contracts, including variation orders, interim valuations, and claims.
  • Monitor contractual compliance and resolve disputes in a timely manner.
  • Ensure all contract records and change documentation are properly maintained.
  • Proactively identify opportunities to reduce costs without sacrificing quality, safety, or performance.
  • Work with engineers, designers, and procurement teams to evaluate and implement alternatives.
  • Identify cost and contractual risks early in the project lifecycle.
  • Develop and implement mitigation strategies to protect commercial interests.
  • Produce accurate, timely cost and progress reports for management and stakeholders.
  • Provide clear commercial advice to project managers, engineers, and procurement teams.
  • Ensure all work complies with local regulations, codes, and industry standards.
  • Stay informed on market trends, material prices, and industry best practices.
  • Conduct cost analysis for repair, maintenance, and minor works projects.
  • Undertake other duties as assigned by the Head of Department.

Job description

The ideal candidate will excel in cost estimation, budget control, contract management, and value engineering (added advantage) to ensure optimal financial outcomes without compromising quality or compliance.

Duties & Responsibilities
  • Prepare detailed and accurate cost estimates for MEP works, including materials, labour, equipment, and overheads.

2. Quantity Take-off & Verification
  • Perform precise quantity take-offs for all MEP materials, fittings, and installation requirements.
  • Validate quantities against design changes, ensuring alignment with project requirements.
  • Collaborate with design and site teams to ensure take-off accuracy and completeness.
3. Budgeting & Cost Control
  • Develop comprehensive project budgets and monitor expenditure against approved allocations.
  • Implement cost-control mechanisms to prevent overruns and ensure financial discipline.

  • Prepare tender documents, bills of quantities (BOQ), and specifications.

Qualifications & Experience
