Job summary

China Construction Yangtze River (Malaysia) Sdn Bhd in Johor Bahru is seeking a QAQC professional to establish and maintain the Project Quality Plan on-site, oversee inspections, tests, and non-conformance reporting for civil and structural works.

The role requires a degree in civil engineering, 2–5 years QAQC experience, familiarity with CONQUAS/QLASSIC, ISO 9001:2015, and strong communication in English and Bahasa Malaysia; Mandarin is a plus.

Qualifications

• Bachelor's or Diploma in Civil Engineering or equivalent.
• 2–5 years of QAQC experience in construction/infrastructure; senior role for more experience.
• Strong knowledge of local construction standards and QAQC procedures (CONQUAS/QLASSIC).
• Familiarity with ISO 9001:2015 Quality Management Systems.
• Able to read and interpret technical drawings and structural blueprints.
• Excellent communication and report-writing in English and Bahasa Malaysia; Mandarin advantageous.

Responsibilities

• Establish, implement, and maintain the PQP on-site per ISO 9001 and client specs.
• Conduct site inspections and tests for piling, concreting, steel, finishes.
• Coordinate and manage ITPs; raise, execute, and document RFIs with consultants/clients.
• Issue NCRs and track CAPA actions to closure.
• Review material submissions and test reports to verify compliance.
• Maintain QA/QC dossiers and as-built documentation for project closeout.
• Liaise with PMs, site supervisors, subcontractors, consultants, and clients.

Job description

Job Responsibilities:

• Establish, implement, and maintain the Project Quality Plan (PQP) on-site in accordance with ISO 9001 standards and client specifications.
• Conduct regular site inspections, testing, and monitoring of civil and structural works (e.g., piling, concreting, structural steel, architectural finishes) to ensure full compliance with approved drawings and methods.
• Coordinate and manage the Inspection and Test Plans (ITP), ensuring all requests for inspection (RFI) are raised, executed, and documented properly with consultants and clients.
• Issue Non-Conformance Reports (NCR) when deviations occur, and follow up closely on corrective and preventive actions (CAPA).
• Review material submissions, mill certificates, and third‑party laboratory test reports (concrete crushing, soil compaction, etc.) to verify material compliance before deployment.
• Maintain comprehensive QAQC records, as-built drawings, hand‑over documentation, and final QA/QC dossiers for project closeout.
• Liaise effectively with project managers, site supervisors, subcontractors, consultants, and client representatives on all quality‑related matters.

Job Requirements:

• Candidate must possess at least a Bachelor's Degree or Diploma in Civil Engineering or equivalent.
• Minimum of 2-5 years of working experience in QAQC roles within the construction or infrastructure industry. (Candidates with more experience will be considered for the Senior role).
• Strong knowledge of local construction standards, building codes, and QAQC procedures (e.g., CONQUAS, QLASSIC quality assessment systems is a major advantage).
• Familiarity with ISO 9001:2015 Quality Management Systems.
• Proficient in reading and interpreting technical drawings and structural blueprints.
• Excellent communication and report‑writing skills in English and Bahasa Malaysia. Ability to speak Mandarin is an added advantage to liaise with specific subcontractors.
