Job summary

Jian Wei Development Sdn Bhd (Malaysia) invites an experienced development liaison to manage government approvals and CIDB compliance for large-scale projects in Selangor and Kuala Lumpur. You will coordinate with authorities, prepare planning applications, monitor progress, and collaborate with Design, Engineering, Legal and Project teams to ensure timely submissions and regulatory adherence.

Travel within Semenyih and surrounding areas is required, and the role demands strong negotiation,

Qualifications

• Bachelor’s degree or above in Real Estate Management or related field.
• Minimum 5 years of relevant experience in Malaysian property development, construction, or engineering.
• Experience leading full approval and submission process for large-scale projects.
• Established relationships with government authorities in Selangor and Kuala Lumpur prioritized.

Responsibilities

• Lead planning approvals, development orders, building plans and related submissions.

Job description

Be responsible for managing and coordinating the overall property development process, including planning, authority approvals and other development-related matters.

Be responsible for establishing and maintaining good working relationships with relevant state and federal government authorities, including MPKJ, OSC, Land Office, PTG, JKR, JPS, BOMBA, DOE, TNB, Air Selangor, and other relevant agencies.

Be responsible for all CIDB-related matters, including applications, registrations, renewals, submissions, documentation and correspondence, and ensure compliance with CIDB requirements.

Act as the Company's key liaison with government authorities, represent the Company in government meetings, hearings, coordination meetings and relevant industry forums, and follow up on matters arising therefrom.

Be responsible for preparing, submitting and following up on applications for planning permission, Development Orders, Layout Plans, Building Plans, Infrastructure Plans and other relevant approvals.

Be responsible for monitoring and managing all government applications, submissions, approval progress and outstanding matters to ensure timely completion.

Be responsible for coordinating and handling government inspections, public complaints, unforeseen issues and other authority requirements arising during the development process, and ensuring timely resolution.

Work closely with the internal Design, Engineering, Legal and Project Management teams, as well as architects, town planners, engineers and consultants, to ensure that submission documents comply with relevant technical requirements and government regulations.

Be responsible for following up on comments, requirements and technical matters raised by government authorities, and coordinating with relevant departments and consultants to ensure timely responses and resolution.

Ensure that projects comply with approval conditions, applicable laws and regulations, technical requirements and other statutory requirements.

Provide timely updates to Management on authority approval progress, development matters, potential risks and relevant policy changes, and provide appropriate recommendations where necessary.

Be responsible for the proper filing, renewal and validity monitoring of all government approvals, licences, permits and development-related documents to ensure that they remain valid.

Represent the Company in meetings and discussions with government authorities, consultants and other relevant parties, follow up on action items arising from such meetings, and perform any other duties and responsibilities assigned by Management from time to time.

Job Requirements

Candidate(s) must be willing to travel in Semenyih.

Bachelor’s Degree or above in Real Estate Management, Urban Planning, Civil Engineering, Public Administration, or a related field.

Minimum 5 years of relevant working experience in the Malaysian property development, construction, or engineering industry, with proven experience in successfully leading the full approval and submission process for large-scale property development projects.

Candidates with an extensive network and established relationships with government authorities in Selangor and Kuala Lumpur will be given priority.

Strong knowledge of Malaysian property development processes and relevant laws and regulations, including the National Land Code and Town and Country Planning Act.

Excellent negotiation, public relations, communication, and crisis management skills.

Strong government documentation and report-writing skills, with the ability to independently prepare professional letters, applications, submissions, and reports to government authorities.

High level of responsibility, strong ability to work under pressure, and keen business acumen.
