Job summary

Jora Malaysia is seeking an experienced Civil Engineer to lead end-to-end fiber asset projects. You will develop detailed plans, conduct feasibility studies, and prepare budgets for outside plant works.

Coordinate with authorities, contractors, and internal teams to ensure timely, compliant delivery of network infrastructure. The role requires 5+ years in civil/engineering, proficiency in AutoCAD and MS Office, and strong Bahasa Malaysia and English communication.

Qualifications

  • Bachelor's or Diploma in Civil/Related Engineering field.
  • At least 5 years in the field.
  • Fluent in Bahasa Malaysia & English.

Responsibilities

  • Develop and produce detailed Fiber Assets plans focused on efficiency and cost-effectiveness.
  • Design outside plant facilities, ducts, and aerial/buried structures for fiber networks.
  • Lead implementation with project plans, timelines, budgets, and coordination with authorities.
  • Manage routes, permits, and liaison with Local Authorities/LA/LC and contractors.
  • Oversee procurement, documentation, and handover of project deliverables.
  • Ensure compliance with ITU-T, MCMC, EIA/TIA and other standards.
  • Provide technical assistance for route development and fiber asset optimization.

  • Develop and produce the detailed Fiber Assets plan with focus on being most efficient and cost effective.
  • Produce the plant design, feasibility studies, bid packages, prepare cost estimates, project documentation and justification, preparation of project plans and timelines, and management of outside plant projects to ensurecompliance with budgetary and strategic objectives.
  • Responsible for the design of outside plant facilities, duct or sub-duct systems, buried and aerial structures and facilities for optical fiber engineering project.
  • Provide technical assistance for new and upgraded route development.
  • Plans for implementation of new, and removal or rearrangement of existing, overhead or underground routes, cables, and infrastructure to obtain optimum and economical utilization of communications facilities Operational.
  • Assess and develop outside plant optical fiber requirements.
  • Serve as subject matter expert in areas requiring advance fiber optic plant design, testing and troubleshooting.
  • Maintain awareness of industry issues, best practices, and innovations within outside plant disciplines.
  • Maintain ongoing contacts with municipalities and contractors to ensure timely awareness of planned road construction projects affecting outside plant.
  • Ensure understanding of OSP engineering and workmanship standards of ITU-T, MCMC guideline, EIA-TIA and other applicable industry standards.
  • Prepare and manage the annual project budget estimates.
  • Pre- Production i.e Permitting to ensure the submission, monitoring and follow-up on wayleave (work permit) and any other permits required for civil infrastructure.
  • To ensure fiber build is comply to the Guidelines/Requirement of Local Authority/Local Council/SBC’s/OSA/Building Management & Landlord.
  • To ensure Security deposit recovery for fiber works done refund by local Council/LA
  • To ensure good engagement with Government Agencies officers to enable smooth working communications
  • To manage proper strategies in dealing with government agencies on the submission process and problem solving upon notification from the Local Authority or Local Council.
  • To ensure proper escalation internally on the risk of future development by LA/LC
  • Addressing Public Complaint with Local Council/LA.
  • Liaison with Local Authorities (LA) / Local Councils (LC) including Third Party with regards to detail route, wayleave approval, work permit approval, access approval and ROW approval
  • Initiates work authorization request and submits request with substantiating drawings and document for approval from Local Councils, Local Authorities, SBC / Building Management, Landlord and Third Party.
  • To obtain in time the Work Permit, WayLeave, CPC, CCC, ROW approval or Access approval from relevant LA /LC / SBC / BM / LL and third party for the entire fiber optic infrastructure project.

3. Implementation

  • End-to-end project management of the implementation for Fiber build.
  • Prepare project plans, time lines, engineering releases and budgets for outside plant projects.
  • Work closely with Implementation Manage to ensure project parameters are met.
  • Technical Lead and Project Management for new & upgrade route / network development.
  • Develop documentation standards and drawing standards for recording and retrieval of network information.
  • Develop engineering project drawings and maintains record prints for the completion of network projects.
  • Ensure timely and accurate preparation and preservation of all outside plant documentation.
  • Get Involved & full support to operation team in troubleshooting & provide mitigation plan & solution
  • Manage the implementation and to ensure that the Fiber Assets network is delivered in a timely manner including meeting the high quality standard as set by the industry.
  • Support team in Implementation related issues

  • Ensure quality and compliance
  • The management of the supply chain in accordance with the pre-determined processes
  • Ensure detailed project documentation are well maintained Operational
  • Detailed project planning and scheduling, including dependencies and risk identification
  • Manage the execution of the project including driving the implementation team
  • Ensure development and implementation of the Fiber Assets network accordance to the agreed design
  • Ensure sufficient internal and external resources to effectively run the project implementation
  • Oversee the procurement process in accordance to the agreed process governance, including issuance of Letter of Intent for detailed Bill of Quantity (BOQ) on civil infra and cable works, BOQ verifications and triggering of the procurement process.
  • Coordinate the supply of Fiber Assets to contractors to ensure timely installation upon completion of infrastructure work
  • Assist in the arrangement for the quotation or award of Fiber Assets installation services and supply of accessories
  • End-to-end tracking of supply chain documents from PO, BOQs, acceptance and invoices, including the checking and verification of the relevant documents and ensure timely handover of those documents to the nominated person(s).
  • Ensure the set-up and execution of the project platform including communication, governance and controls
  • Manage project communication including providing the required reporting to the various stakeholders
  • Accountable for accurate reporting on the progress and challenges including managing project issues, risks,mitigation and escalations

Job Requirements:

  • Candidate must possess at least a Diploma/Bachelor's Degree in Civil Engineering, Electrical Engineering or any related engineering disciplines.
  • At least 5 Year(s) of working experience in the related field is required for this position.
  • Required language: Bahasa Malaysia & English.
  • Computer literate and familiar with MS Office application software and AutoCAD.
