Solara Holdings Sdn Bhd is seeking a Permitting & Regulatory Coordinator to manage fiber-related permits and ROW approvals. You will liaise with local councils, road authorities, and utility companies, ensuring compliance with regulations and timely submissions.
Responsibilities include preparing permit applications, coordinating across agencies, and maintaining accurate records. The role requires 1–2 years in fiber permitting or ROW management and a relevant engineering-related degree.

Obtain permits for fiber trenching, micro-trenching, HDD, aerial fiber, duct installation, and ROW (Right-of-Way).
Ensure compliance with local authority, road agency, environmental, and utility regulations.
Interpret fiber-related construction codes, reinstatement standards, and ROW policies.
Act as the primary point of contact with local councils, road authorities, utility companies (water, power, gas), and landowners.
Coordinate approvals with multiple agencies for shared corridors and crossings.
Maintain professional relationships to facilitate faster permit processing.
Prepare and submit permit applications, method statements, traffic management plans, and as-built drawings.
Ensure all documents meet authority technical and safety requirements.
Maintain accurate records of permits, approvals, conditions, and validity periods.
Align permitting timelines with fiber rollout schedules and construction plans.
Provide regular permit status updates to project managers and construction teams.
Identify potential permitting bottlenecks and propose mitigation measures.
Coordinate site inspections, joint trenching reviews, and authority walk-throughs.
Ensure construction teams comply with permit conditions and reinstatement standards.
Support close-out inspections and handover approvals.
Resolve permit rejections, objections, and non-compliance issues.
Negotiate ROW conditions, working hours, reinstatement scope, and permit durations.
Support dispute resolution with authorities or third-party asset owners.
Track permit progress, approval timelines, renewals, and expirations.
Prepare regulatory and compliance reports for management and audits.
Maintain permit databases and dashboards.
Strong knowledge of fiber construction methods and ROW permitting processes.
Understanding of road, utility, and environmental regulations.
Excellent stakeholder engagement, negotiation, and communication skills.
Strong documentation, coordination, and follow-up abilities.
Ability to manage multiple permits across regions and projects.
