The Project Governance & Controls Manager reports to the Country Director / Deputy Operations Head within the Operations Department. This role is responsible for establishing, maintaining and continuously improving the project management system and governance framework across the Malaysia project portfolio. The position requires overseeing multiple concurrent projects across different locations, project teams and delivery models within Design Consultant, PMC, EPCM and Main Contractor environments.
Key responsibilitiesEstablish, maintain and continuously improve the Project Management System for Malaysia, ensuring consistent project delivery methodology across Design Consultant, PMC and EPCM projects
Establish standard project governance requirements, processes, templates, procedures and minimum controls, defining clear governance requirements according to project size, complexity, contract model, risk profile and client requirements
Establish a mandatory Project Start-Up / Mobilisation Process for all applicable projects and ensure every project is properly initiated before commencement of substantive project activities
Establish and maintain the Malaysia Project Quality Management System, aligned with the organisation's overall Management System, ensuring effective integration of ISO 9001, ISO 14001 and ISO 45001 requirements into project delivery
Establish and lead a structured Project Assurance and Audit Programme across the Malaysia project portfolio, conducting periodic project health checks and governance reviews
Establish standardised project performance dashboards and reporting structures, consolidating project performance information across the Malaysia portfolio and monitoring key indicators including schedule, cost, scope, quality, HSEQ, resource, risk and opportunity performance
Establish standardised project risk and opportunity management requirements, ensuring project teams maintain effective risk registers and mitigation plans with appropriate escalation thresholds
Establish a One Meinhardt Project Delivery Approach across Malaysia, standardising project processes, templates, workflows and reporting requirements while ensuring consistency across delivery models
Support the business in setting up newly awarded projects, establishing project governance structures, organisation charts, responsibility matrices and facilitating project mobilisation workshops
Lead the digitalisation of project governance, assurance and quality processes, identifying opportunities to replace manual processes with digital workflows and dashboards
Job RequirementsBachelor's Degree in Engineering, Construction Management, Project Management, Quantity Surveying, Business Management or a related discipline
Minimum 10 years of relevant experience within the built environment, engineering consultancy, construction, EPCM, PMC, project management or contractor environment
Minimum 3–5 years in a managerial / leadership position, with demonstrated responsibility for multi-project or multi-site operations
Proven experience working within Engineering / Design Consultancy, Project Management Consultancy (PMC), EPCM / EPC environments, or Main Contractor / Specialist Contractor organisations
Strong experience establishing, implementing and auditing Quality Management Systems and Integrated Management Systems, including ISO 9001, ISO 14001 and ISO 45001
Proven experience developing and implementing Project Execution Plans (PEP) and project governance frameworks
Demonstrated experience establishing project controls, stage-gate reviews, project health checks, audits, governance reviews and performance monitoring
Strong understanding of the complete project lifecycle from business award / mobilisation, project initiation, design, procurement, construction, commissioning, handover and close-out
Experience in establishing standardised processes and systems across a multi-project organisation is essential
Strong leadership presence with the ability to influence Project Directors, Project Managers, Design Managers, Engineers, Commercial Teams and Contractors, with strategic thinking and strong governance, systems and process mindset
