The Project Engineer is responsible for planning, coordinating, monitoring, and controlling all aspects of assigned projects from initiation through completion. The role ensures project objectives are achieved by managing subcontractors, schedules, budgets, materials, quality requirements, inspections, and client communications. The Project Engineer works closely with clients, subcontractors, procurement, production, engineering, QA/QC, and other stakeholders to ensure projects are executed safely, efficiently, on time, within budget, and in compliance with company Integrated Management System (IMS), ASME requirements, and contractual obligations.

Duties and Responsibilities
Project Initiation & Planning
  • Attend project kick-off meetings with clients to understand all assembly, testing, and client requirements.
  • Identify potential bottlenecks from sub-contractor, capacity, workload, workspace needs, material availability, long lead item, lifting arrangements, and special process requirements (e.g., welding, qualifications).
  • Proactively identify and assess potential project risks (technical, schedule, resource and material) and opportunities for value engineering or process improvement early in the project lifecycle.
  • Define and communicate subcontractor performance expectations (e.g., weekly progress reporting format, mandatory safety KPIs, and escalation matrix for delays) during the kick-off meeting
  • Review and validate the project schedule with the planner, conducting weekly review meetings with sub-contractor and relevant departments.
Documentation & Technical Management
  • Expedite the timely receipt of all "Issued for Construction" (IFC) drawings and approved procedures (e.g., surface preparation, galvanizing, packing and preservation) from the client (JI).
  • Prepare and submit Technical Queries (TQs) or Technical Deviations based on input from Sub-contractor or relevant departments (ie Production, Project, Procurement and Engineering, QA/QC) when client requirements cannot be met.
  • Ensure all required relevant procedures and sub-contractor technician qualification (welder, blaster, painting, QC and machining operator) been reviewed and approved well in advance of need.
  • Update the Job Sky costing weekly and attend monthly cost review meetings to monitor project profit margins.
  • Monitor the project budget continuously. Raise an over-budget event if PO to sub-contractor or Free issue materials exceed from the initial budgeted.
  • Identify any additional work scope, submit a formal Variation Order (VO) to the client for approval, and secure a revised Purchase Order (PO) before commencing the work.
  • If there are any costs over the budgetary cost due to Variation Order, ensure the overbudget event to be issued and obtain the approval from Client before work commencement.
  • Provide weekly progress updates to the client, including reports, photos, and schedules, to ensure clear communication and support financial transparency.
  • Review and approve subcontractor progress invoices only after verifying actual work completion against the schedule and confirming no outstanding NCRs or backcharges.
Material, Procurement, Store & QC Coordination
  • Raise Purchase Order Requests (PORs) for all external services (Machining, PWHT, Fabricated items (ie Headers, Piping & Structural), Transportation, Cranage, Equipment etc. Ensure all the PO issues to vendor on-time and sub-contractor meeting the delivery date stated in the issued PO.
  • Track the material movement and delivery status of all materials, including client-supplied (free-issue) and JM-purchased items (e.g., structural components, fasteners etc).
  • Expedite both the client and internal procurement teams to ensure timely material delivery to subcontractor
  • Upon free-issue or JM-purchased material receipt, follow up with the Store team and QC teams for timely Goods Received Note (GRN) clearance and resolution of any quality-related comments.
  • Ensure the material supply by sub-contractor himself timely available at their workplace.
  • Establish a material movement tracking with weekly updates to identify critical-path items and assign expediting responsibilities to either buyer, subcontractor, or client.
Fabrication & Resource Coordination
  • Attend daily progress meetings with relevant departments as required to monitor progress, address issues in real-time, and coordinate resources.
  • Ensure all the fabricated or non-fabricated components (header, piping, structural etc.) are sent for and returned from external processes (e.g., machining, blasting, painting, galvanizing etc.) on time to support the header & assembly schedule.
  • Proactively identify critical issues such as space constraint, resource shortages (manpower, machinery), material availability and technical issue etc. If schedule delays are anticipated, obtain the recovery plan or mitigation plan from subcontractor to minimize and avoid further delay such as working double shift, increase the resource (Manpower, facility, tools, equipment etc).
  • Raise the delay event to capture the event with catch-up plan.
  • To issue formal non-compliance notices to subcontractor for repeated schedule or quality deviations and elevate to Project Manager for potential contract penalty application.
Inspection & Quality Assurance
  • Submit Notices of Inspection (NOIs) as per the Inspection and Test Plan (ITP) and prepare the forecast NOI schedule to plan the necessary pre-work in advance.
  • Coordinating with Client Inspector, Third-Party Inspectors (TPIs) and relevant parties as needed for incoming NOI activities.
  • Raise Non-Conformance Reports (NCRs) for any identified non-compliances and ensure sub-contractor or client prompt closure with corrective actions.
Project Close-Out
  • Prepare and submit a comprehensive project close-out report and a "lessons learned" summary.
  • Obtain and submit client feedback on performance.
Compliance Obligations and Assigned Duties
  • Ensure adherence to all company Integrated Management System (IMS) and ASME quality control manual requirements.
  • Performs other responsibilities associated with this position as may be appropriate under the direction of the immediate supervisor/Line Manager as and when required by the company from time to time.
Skills and Experience
Qualifications & Education
  • A Diploma or Bachelor's Degree in Mechanical or Industrial Engineering, or equivalent experience.
Technical Knowledge
  • Thorough knowledge of good engineering practices, including manufacturing, fabrication, welding, machining, inspection and testing.
  • Suitable knowledge of relevant engineering codes and standards, including ASME, API, and ISO
  • Knowledge of project execution processes, contract administration, and regulatory requirements
  • Proficiency in Microsoft office and other project management tools.
Industry Experience
  • Minimum of 3-5 years of experience in project management within the steel fabrication industry or a related field.
  • Proven experience in the manufacture of Air-Cooled Heat Exchangers, pressure vessels and related equipment.
  • Excellent attention to detail, with a strong teamwork spirit and a positive working attitude.
  • Ability to multitask, perform effectively under pressure, and manage multiple projects simultaneously.
