- Integrate upstream gas availability and operational readiness interfaces with the company programme. Project Managers retain execution accountability; Finance retain accounting and treasury responsibilities; contractual and expenditure approvals remain subject to Company delegated authority.
Job Description:
- Project Planning and Scheduling
- Own the integrated master schedule and common work breakdown structure covering FLNG, Midstream and upstream interfaces. Integrate contractor Level 3 schedules with resource-loaded Level 4/5 execution plans and measurable engineering, procurement, fabrication, construction and commissioning deliverables.
- Challenge logic, calendars, constraints, float, quantities, productivity and remaining durations. Preserve the approved baseline, contractual dates and management targets separately from the current forecast; permit rebaselining only through approved change control.
- Analyse critical and near-critical paths, interfaces and weekly forecast slippage. Require credible recovery programmes with manpower, equipment, work fronts, S-curves, cash flow, responsible owners and dated actions; verify actual recovery against commitments.
- Track readiness for Midstream jetty access, Civil works/piling, module shipment from China, customs clearance, onshore pipeline/HDD, offshore pipeline installation, FLNG sail‑away and hook‑up, first gas, commissioning, first LNG, ship‑to‑ship transfer and Provisional Acceptance.
2.Budget and Cost Control
- Maintain the approved cost baseline and cost breakdown structure across all contract packages, owner costs and third‑party services. Reconcile original budget, approved changes, commitments, actuals, accruals, estimate to complete and estimate at completion (EAC) with Finance.
- Prepare monthly EAC and cost‑to‑complete forecasts supported by quantities, remaining scope, vendor quotations, productivity and schedule assumptions. Include pending variations, claims exposure, foreign exchange, escalation, prolongation, standby, commissioning and contingency without double counting.
- Consolidate annual profit‑plan inputs, procurement plans and rolling cash‑flow forecasts from all departments, including permitting, external affairs, operations readiness and PMC/manning costs.
- Explain movements from the previous forecast and funding implications.
- Challenge contractor price increases and forecast final contract values using original tender scope, BOQ/MTO, quantities, rates and supporting evidence; quantify options and exposures for management decisions.
3. Risk Management
- Maintain an integrated cost and schedule risk register with named owners, mitigation deadlines and residual exposure. Assess interface, logistics, permitting, contractor performance, funding and commissioning risks with the responsible functions.
- Lead quantitative schedule and cost risk assessments and sensitivity analysis; report confidence in completion dates and adequacy of contingency. Separate risk allowances from approved budget transfers and approved changes.
- Escalate material threats promptly to VP Project with quantified impact, available options, decision deadlines and the consequences of inaction. Track mitigation effectiveness and overdue actions.
4. Performance Monitoring and Reporting
- Establish objective progress rules and weighted milestones supported by installed quantities, accepted deliverables and site/yard evidence. Reconcile contractor reports with Company and PMC verification; prevent overstated progress and duplicate earned value.
- Report planned versus actual progress, weekly planned versus achieved quantities, productivity, manpower/equipment deployment, schedule and cost performance indices where applicable, milestone movement and forecast reliability.
- Produce concise weekly exception reports and monthly management, EXCO and Board inputs showing changes since the previous report, root causes, exposure, recovery actions, owners, deadlines and decisions required. Track closure of previous management actions and avoid repetitive reporting.
- Maintain a traceable reporting dataset and audit trail; reconcile schedule, cost, risk, change and payment information to a common reporting cut‑off before issue.
5. Resource Management
- Align Company and PMC/MPS manning and mobilisation plans with the approved organization and integrated schedule. Track planned versus actual deployment, critical vacancies, recruitment lead times, demobilization and forecast personnel cost.
- Assess contractor and subcontractor workforce, equipment and supervision against executable work fronts and required productivity. Quantify resource shortages and recommend practical recovery options to the Project Managers.
- Validate time‑related cost exposure and supporting deployment records with the responsible managers, HR and Finance, including PMC/MPS amendments and invoice reconciliation.
6. Change Management
- Maintain one change and trend register linking scope changes, variation orders, claims and potential exposures to affected contracts, cost codes, schedule activities and approval status.
- Work with SCM/Contracts, Legal and Project Managers to assess cost and time impacts, delay causation, extension‑of‑time submissions and liquidated damages exposure. Maintain contemporaneous records and flag contractual notice deadlines for action by the authorized contract owner.
- Prepare evidence‑based approval inputs identifying critical purchase orders, schedule consequences, commercial evaluation, SCM compliance status and alignment with Board‑approved scope and limits; track formalization and implementation after approval.
- Provide controls recommendations within delegated authority. Do not commit expenditure, approve extensions, waive rights or direct contractual changes without the required written Company approval; PMC personnel have no independent authority to bind the Company.
7. Collaboration and Communication
- Coordinate integrated controls reviews with FLNG and Midstream Project Managers, PMC, upstream counterparts and operations readiness teams. Resolve inconsistent assumptions and assign interface actions without creating duplicate execution reporting lines.
- Provide VP Project with independent, evidence‑based advice and coordinate with Finance, SCM/Contracts, Engineering, Construction, Commissioning, HSE, Quality, Permitting and External Affairs on constraints and decisions.
- Maintain an integrated decision and action register with accountable owners, required dates and closure evidence; Escalate unresolved cross‑project dependencies.
8. Compliance and Standards
- Establish and enforce project controls procedures, coding, reporting calendars and data standards across Company, PMC and contractors. Verify compliance with Company governance and approval requirements and support internal/external audits.
- Check completeness and traceability of controls evidence used for payment, variations and management submissions. Coordinate procurement compliance findings with SCM and the audit function and track corrective actions without assuming their approval responsibilities.
9. Team Leadership and Development
- Lead, develop and assess the multidisciplinary project controls team across Kuala Lumpur, Jakarta, China yards and site. Set deliverables, reporting responsibilities and performance objectives for the Deputy PCM and functional leads.
- Provide functional assurance for embedded project/site controls personnel while their Project Managers direct daily execution priorities. Coordinate PMC resources through the agreed reporting arrangements and resolve conflicting instructions through VP Project.
- Build capability in planning, cost, risk, estimating, quantity surveying and document control; address critical skill gaps, succession and continuity, and improve forecast accuracy and reporting timeliness.
10. Payment and Subcontractor Recovery Monitoring
- Link subcontractor progress shortfalls to payment milestones, disputed amounts, pending variations and cash‑flow constraints. Maintain a consolidated register of Company payments made on behalf of main contractors, recoveries, offsets and outstanding balances, reconciled with Finance and Contracts.
- Verify quantities and progress supporting payment recommendations through the QS and site teams.
- Quantify the schedule benefit of proposed payment interventions and track whether funded resources and work are delivered; prevent duplicate payment and preserve contractual recovery rights.
- Assess cost and schedule impacts of descoping, direct awards, novation or takeover proposals with Project Managers and Contracts, including remaining scope, interface liabilities, mobilisation and transition costs.
11. Completion and Lender Reporting
- Integrate system‑based mechanical completion, pre‑commissioning, commissioning, performance testing, permits, operator mobilization, marine fleet and logistics readiness into the completion forecast with the accountable delivery teams.
- Assess alignment of forecast completion with financing milestones, project completion requirements and repayment assumptions agreed with Finance. Quantify delay‑related cost and funding impacts without treating management targets as achieved forecasts
- Coordinate verified progress, cost‑to‑complete, risk and completion evidence for the lenders’ technical adviser and Finance through the agreed Company/PMC interface. Reconcile submissions, track queries and retain records supporting completion certification.
12. Document Control and Close Out
- Oversee the Lead Document Controller and distributed document control teams. Maintain document registers, revision/status controls, transmittals, correspondence and overdue review reports in the Company document management system.
- Link critical drawings, vendor data and approvals to procurement and construction need dates. Escalate overdue deliverables and ensure only current authorized revisions are used through the responsible technical functions.
