Job summary

Kum Fatt Engineering Sdn Bhd (KFESB) is seeking a technical and commercial minded Procurement Sourcing Engineer to drive strategic sourcing for HV/EHV electrical equipment for turnkey power grid projects in Malaysia and beyond.

You will manage complex local and international supply chains, coordinate with OEMs, and lead RFQ/RFP processes to ensure timely delivery, cost efficiency, and compliance with statutory safety and utility standards.

Qualifications

• Bachelor’s Degree in Electrical Engineering or related field.
• 3–5 years in procurement or strategic sourcing in power utilities, electrical infrastructure, or heavy M&E construction.
• Experience sourcing HV/EHV equipment and managing EPC supply chains is a strong advantage.
• Good knowledge of the Malaysia supplier and vendor market; willing to travel Singapore/Malaysia.

Job description

We are seeking a technical and commercial-minded Procurement Sourcing Engineer to drive the strategic sourcing of specialized high-voltage (HV) and extra-high-voltage (EHV) electrical equipment for turnkey power grid infrastructure projects ranging from 132kV up to 500kV.

Manage complex local and international supply chains for critical power system assets such as power transformers, GIS/AIS switchgear, underground power cables, and substation automation systems.

Responsibility :

Strategic Sourcing & Vendor Qualification: Source, pre-qualify, and onboard global and local manufacturers, original equipment manufacturers (OEMs), and specialized sub-contractors capable of meeting strict utility-grade standards (e.g., TNB compliance).

Build and maintain a robust supplier database for long-lead EHV/HV electrical equipment, including heavy power transformers, high-voltage cables, switchgear, and structural steel for substations.

Tendering, Estimation & Technical Bid Evaluation: Review electrical schematics, single-line diagrams (SLDs), technical specifications, and tender documents to formulate accurate material take-offs and procurement budgets.

Prepare RFQs/RFPs, lead commercial negotiations, and conduct technical-commercial bid evaluations in alignment with engineering constraints and project timelines.

Contract Management & Cost Optimization: Negotiate favorable commercial terms, pricing, multi-currency payment structures, liquidated damages, warranties, and delivery schedules (Incoterms) with major international suppliers.

Drive value engineering initiatives without compromising grid reliability, statutory safety compliance, or technical specifications.

Supply Chain & Logistics Coordination: Coordinate complex logistics and heavy-haul transport planning for oversized, heavy electrical assets such as EHV transformers from ports to local substation sites.

Monitor manufacturing milestones, factory acceptance testing (FAT) schedules, and site delivery timelines to prevent project bottlenecks.

Regulatory & Quality Compliance: Ensure all sourced materials and vendor processes conform to local Malaysia statutory requirements, CIDB standards, and international utility frameworks.

Academic Qualification :

Bachelor’s Degree in Electrical Engineering, Power Systems, Supply Chain Management, or a related technical discipline.

Skills & Experience :

Minimum 3 to 5 years of procurement or strategic sourcing experience, ideally within power utilities, electrical infrastructure, power generation, or heavy industrial M&E construction.

Direct experience sourcing high-voltage equipment (switchgear, transformers, cables) or managing EPC supply chains for infrastructure projects is a strong advantage.

Good knowledge of the Malaysia supplier and vendor market.

Willing to travel between Singapore & Malaysia frequently.

Solid technical literacy with the ability to interpret electrical engineering drawings, single-line diagrams, and technical specifications.

Strong negotiation acumen and deep understanding of international contracting and commercial terms.

Excellent cross-cultural communication skills to interface with regional stakeholders, international OEMs, and local partners.

Proficiency in ERP procurement modules and advanced data analysis tools.
