Job summary

Kum Fatt Engineering Sdn Bhd (KFESB) seeks a procurement/strategic sourcing professional to source and qualify global and local manufacturers for high-voltage electrical equipment. You will manage vendor databases, lead RFQs/RFPs, and negotiate terms to align with engineering constraints and project timelines.

Role requires 3–5 years in power utilities or heavy industrial EPC, familiarity with SLDs and electrical drawings, and willingness to travel between Singapore and Malaysia.

Qualifications

• Bachelor’s degree in Electrical Engineering or related discipline.
• 3–5 years procurement or strategic sourcing experience in power utilities, electrical infrastructure, or heavy M&E construction.
• Direct experience sourcing high-voltage equipment (switchgear, transformers, cables) is a plus.
• Willing to travel frequently between Singapore & Malaysia.

Responsibilities

• Source, pre-qualify, and onboard global/local manufacturers and sub-contractors while meeting utility-grade standards.
• Build and maintain a supplier database for long-lead EHV/HV equipment for substations.
• Prepare RFQs/RFPs, lead negotiations, and conduct bid evaluations aligned with timelines.
• Negotiate terms, pricing, Incoterms, and warranties with major suppliers.
• Coordinate logistics for heavy electrical assets from ports to substations; monitor FAT and delivery schedules.
• Ensure sourcing and vendor processes comply with Malaysia regulations, CIDB standards, and international utility frameworks.

Job description

Strategic Sourcing & Vendor Qualification: Source, pre-qualify, and onboard global and local manufacturers, original equipment manufacturers (OEMs), and specialized sub-contractors capable of meeting strict utility-grade standards (e.g., TNB compliance).

Build and maintain a robust supplier database for long-lead EHV/HV electrical equipment, including heavy power transformers, high-voltage cables, switchgear, and structural steel for substations.

Tendering, Estimation & Technical Bid Evaluation: Review electrical schematics, single-line diagrams (SLDs), technical specifications, and tender documents to formulate accurate material take-offs and procurement budgets.

Prepare RFQs/RFPs, lead commercial negotiations, and conduct technical-commercial bid evaluations in alignment with engineering constraints and project timelines.

Contract Management & Cost Optimization: Negotiate favorable commercial terms, pricing, multi-currency payment structures, liquidated damages, warranties, and delivery schedules (Incoterms) with major international suppliers.

Drive value engineering initiatives without compromising grid reliability, statutory safety compliance, or technical specifications.

Supply Chain & Logistics Coordination: Coordinate complex logistics and heavy-haul transport planning for oversized, heavy electrical assets such as EHV transformers from ports to local substation sites.

Monitor manufacturing milestones, factory acceptance testing (FAT) schedules, and site delivery timelines to prevent project bottlenecks.

Regulatory & Quality Compliance: Ensure all sourced materials and vendor processes conform to local Malaysia statutory requirements, CIDB standards, and international utility frameworks.

Academic Qualification :

Bachelor’s Degree in Electrical Engineering, Power Systems, Supply Chain Management, or a related technical discipline.

Skills & Experience :

Minimum 3 to 5 years of procurement or strategic sourcing experience, ideally within power utilities, electrical infrastructure, power generation, or heavy industrial M&E construction.

Direct experience sourcing high-voltage equipment (switchgear, transformers, cables) or managing EPC supply chains for infrastructure projects is a strong advantage.

Good knowledge of the Malaysia supplier and vendor market.

Willing to travel between Singapore & Malaysia frequently.

Solid technical literacy with the ability to interpret electrical engineering drawings, single-line diagrams, and technical specifications.

Strong negotiation acumen and deep understanding of international contracting and commercial terms.

Excellent cross-cultural communication skills to interface with regional stakeholders, international OEMs, and local partners.

Proficiency in ERP procurement modules and advanced data analysis tools.
